On the afternoon of January 18, the Department of Finance held a conference to summarize 2023 and deploy tasks for 2024.
Speaking at the conference, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung acknowledged that last year, the city's financial sector had made great efforts in carrying out its tasks. In particular, the department focused its efforts on working with the city to develop Resolution 98 and manage the budget in the context of Ho Chi Minh City implementing urban government. The department also coordinated well with tax and customs agencies to carry out the task of budget revenue and expenditure, and domestic revenue exceeded the estimate.
In 2024, Ho Chi Minh City is assigned to collect VND482,851 billion in budget revenue and spend VND149,977 billion, of which development investment expenditure is more than VND75,500 billion. According to comrade Nguyen Van Dung, this is a huge challenge in the context of many economic difficulties, so great efforts are needed to complete it.
He requested the Department of Finance to promptly advise on the relevant contents of the implementation of Resolution 98 so that the Ho Chi Minh City People's Committee can submit it to the Ho Chi Minh City People's Council, striving to complete it in the first quarter of 2024 as planned. At the same time, support 16 localities to implement the budget estimation mechanism when implementing urban government, without organizing district and ward People's Councils. Along with that, the management of public land and housing also needs to focus on strict and thorough review, boldly proposing plans to promote the public land and housing fund to serve the city's development.
Comrade Nguyen Van Dung emphasized the application of Conclusion 14, promoting the spirit of creativity, daring to think and dare to do in the management of public land. According to him, there should be short-term and long-term exploitation to avoid waste. In schools, public service establishments, and units after the arrangement, how to use this public land source, how to auction, bid, and lease effectively... Recently, there have been auctions of some addresses for use in accordance with regulations, and this needs to continue.
"If we are afraid of making mistakes and do not dare to do anything, it will cause waste, budget loss, and even lead to officials not fulfilling their responsibilities," Comrade Nguyen Van Dung emphasized.
In addition to the above tasks, comrade Nguyen Van Dung also requested the Department of Finance to focus on the management of state-owned enterprises in 2024, so that these enterprises can contribute more to the overall development of the city, avoiding the situation where after-tax profits are too low, "lower than deposit interest rates".
At the conference, many collectives and individuals were commended and rewarded for their outstanding achievements in their work. In particular, the Department of Finance was honored to receive the Third Class Labor Medal from the President for its outstanding achievements in implementing the Market Stabilization Program in Ho Chi Minh City in the period of 2002-2022, contributing to the cause of building socialism and defending the Fatherland.
Reorganize many public lands
Reporting at the conference, Deputy Director in charge of the Department of Finance Nguyen Tran Phu said that the state budget revenue in the area implemented by December 31, 2023 was 448,826 billion VND, reaching 95.56% of the estimate (469,682 billion VND) and equal to 95.18% compared to the same period.
Regarding budget expenditure, by December 31, 2023, total local budget expenditure was VND 88,175 billion, reaching 69.79% of the estimate, up 41.24% over the same period. Of which, development investment expenditure was over VND 42,300 billion, regular expenditure was over VND 44,700 billion.
Regarding public investment management, it is noteworthy that the Department of Finance has accelerated the settlement of completed projects in accordance with regulations, contributing to the disbursement of public investment capital. In 2023, the total number of projects that have issued decisions approving settlement is 168 projects, with a total approved settlement value of more than VND 10,600 billion, saving the budget more than VND 47 billion.
In public asset management, the Department of Staff submitted to the Ho Chi Minh City People's Committee for approval to liquidate 44 cars, 20 constructions, 2 canoes; submitted to the Ho Chi Minh City People's Committee for approval 4/5 Projects on using public assets for leasing purposes of public service units...
In the rearrangement of state-owned real estate, the Department has submitted to the Ho Chi Minh City People's Committee a decision to assign 410 public assets, which are houses and lands managed by the District Public Service LLCs and the City Housing Business Management LLC, to the Center for Housing Management and Construction Appraisal to receive and manage (Phase 1). Up to now, the Ho Chi Minh City People's Committee and the Ministry of Finance have approved the rearrangement and handling plan for 12,900 real estate addresses.
Regarding the handling of public assets of agencies, organizations and units when implementing the arrangement of administrative units at district and commune levels, Ho Chi Minh City has approved the plan to rearrange and re-handle 8 house and land addresses of Thu Duc City. Of which, 2 house and land addresses proposed to sell houses and transfer land use rights, 2 house and land addresses were handled according to the provisions of the law on land, the remaining 4 house and land addresses were reviewed by the People's Committee of Thu Duc City to propose according to the regulations...
Management consulting, budget management, and price management work also achieved many results.
In 2024, the Department of Finance will focus on advising the Ho Chi Minh City People's Committee to submit to the Ho Chi Minh City People's Council a number of proposals to implement Resolution 98, such as the proposal to decide on using revenue from carbon credit transactions for programs and projects to respond to climate change, develop green economy, digital economy, circular economy; the proposal to arrange revenue from equitization of 100% state-owned enterprises with the City People's Committee as the owner representative to supplement the charter capital of HFIC...
