
The conference was attended by 368 delegates of all ages, genders, religions, ethnicities, occupations... who were the most representative people selected by the Central Association, the Association for the Protection of Disabled and Orphans, the Department of Labor - Invalids and Social Affairs of provinces and cities, representing tens of thousands of disabled people, orphans and hundreds of sponsors, benefactors and typical sponsors nationwide. Among them, there were 198 disabled people, 72 orphans and 98 typical sponsors; nearly 60 delegates were individuals, representing groups of sponsors attending and responding to the 19th One Heart - One World Program, officially confirming their support, contribution and companionship with the Association in implementing the programs in 2024.

Speaking at the opening of the conference, Chairman of the Vietnam Association for the Protection of Disabled and Orphans Nguyen Trong Dam said: Since 2004, the Vietnam Association for the Protection of Disabled and Orphans has initiated, chaired, and coordinated with the Ministry of Labor, War Invalids and Social Affairs to organize 5 conferences to honor exemplary disabled people, orphans and sponsors nationwide. This is an activity of profound humanitarian significance, contributing to spreading the good traditional and cultural values of the nation; arousing the spirit of self-reliance, the will to rise up as well as the love of people in life.
According to statistics, currently our country has about more than 20% of the population in need of social assistance, including about more than 12 million elderly people, nearly 7 million people with disabilities from 2 years old and up, 7-8% of the population belonging to poor and near-poor households, people with mental health problems, 2 million children in special circumstances, about 2 million households needing emergency assistance every year.
At the same time, it is a practical activity contributing to the replication of advanced models in the patriotic emulation movement, in the campaign to study and follow the moral example of Ho Chi Minh . Contributing to mobilizing social resources to gradually improve and enhance people's lives, reduce poverty and ensure social security, realizing the goal of harmonious and equal development, leaving no one behind.
The Party and State always care for people with disabilities and orphans.
Speaking at the conference, Permanent Vice Chairman of the National Assembly Tran Thanh Man affirmed: Our Party and State always care and look after, aiming to gradually improve the quality of life, ensure social security and social welfare for people with disabilities and orphans... By promoting the responsibility of the entire political system and the contribution of the community, it has helped people with disabilities, orphans, people with serious illnesses, and people at risk in life overcome difficulties, gradually improving their material and spiritual life.

On behalf of the Party and State leaders, Permanent Vice Chairman of the National Assembly Tran Thanh Man commended and highly appreciated the achievements of the staff and members of the Association for the Support of People with Disabilities and Orphans of Vietnam. He acknowledged and praised the contributions of agencies, organizations and sponsors who have been actively joining hands and contributing to the cause of people with disabilities and orphans of Vietnam.
Vice President Tran Thanh Man also requested Party committees at all levels, authorities, the Fatherland Front, unions and social organizations to continue to pay attention to leadership, direction, coordination, creating favorable conditions and actively participating in activities to care for, encourage and help people with disabilities and orphans both materially and spiritually; continue to closely coordinate in activities to improve the effectiveness of social assistance for people with disabilities and orphans on the basis of approaching human rights according to the International Convention on Persons with Disabilities and the Law on Persons with Disabilities and the Law on Children passed by the National Assembly.
Implementing the policy of regular social assistance, the country is currently providing monthly social allowances to more than 1.6 million people with disabilities; more than 21,000 children are entitled to the regime for orphans. By 2023, more than 90% of people with disabilities in difficult circumstances will receive timely social assistance, care and rehabilitation.
On the part of the Vietnam Association for the Protection of the Disabled and Orphans, it is necessary to continue to be proactive, creative, and closely follow the contents of Directive No. 39/CT/TW of the Secretariat on strengthening the Party's leadership over the work of the disabled; Resolution No. 42 NQ/TW of the 8th Central Conference of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies to meet the requirements of the cause of building and defending the Fatherland in the new period and the Laws, policies, and projects related to the disabled, children, and the poor.
The Association continues to promote activities to connect and mobilize social resources to better fulfill its role as a bridge of love between the community and those in need; as an extension of the Department of Labor, War Invalids and Social Affairs in implementing social security policies. The Association needs to have diverse and practical activities for the disabled and orphans; to honor, spread the spirit, humanistic meaning and multiply examples of good people doing good deeds for the community.
All levels, sectors, Fatherland Front, unions, agencies, units, organizations, individuals, business communities, compatriots at home and abroad continue to promote the tradition of "mutual love", "helping each other", actively participating in movements and activities of the Association for the Protection of People with Disabilities and Orphans of Vietnam. Each act of love and kindness will contribute to alleviating the pain and inferiority complex of those in unfortunate circumstances, helping them gain more strength and faith to have a better life.

In particular, Vice President Tran Thanh Man also hopes that the disabled and orphaned children will continue to promote their achievements and results, spread positive will to live to the community, especially those in the same situation, so that together they can confidently rise up, bringing more meaningful results to their own lives and to the whole community.
