Identifying planning as an important step for the cadre work to be systematic and of high quality, while at the same time meeting the source of leaders and managers for the immediate tasks and the following terms, every year, the Standing Committee of Van Ban District Party Committee organizes to review, supplement, and include in the planning potential cadres, in which attention is paid to and priority is given to young cadres, female cadres, and cadres from ethnic minorities.
The district also pays attention to training, fostering and appointing cadres in the planning. From 2020 to now, the whole district has had 204 cadres, civil servants and public employees sent for professional training (29 masters, 183 professional training); 426 people trained in political theory (18 advanced, 272 intermediate and 156 elementary); arranged and perfected more than 200 key cadres, positions of Party committees, authorities, specialized departments and offices at district and grassroots levels.
In addition, the locality seriously and closely implements the planning of cadres for the current term and the next term; the proportion of young and female cadres in the planning meets and exceeds the regulations.
Thanks to good planning, training and appointment of cadres, in recent years, the leadership and management team at the district level has been rejuvenated (12/69 leaders and managers at the district level are under 40 years old); 16/22 communes have party secretaries who are not local people (accounting for 72.72%), 20/22 communes have commune People's Committee chairmen who are not local people (accounting for 90.91%)...
Formerly the Chief of Office of Van Ban District Party Committee, in 2020, comrade Dang Xuan Phuong was mobilized and assigned to join the Standing Committee of Khanh Yen Ha Commune Party Committee, then elected to hold the position of Party Committee Secretary - Chairman of the Commune People's Committee.
Comrade Dang Xuan Phuong confided: Immediately after being assigned the new responsibility, I proposed and organized the implementation of the arrangement of the commune's apparatus and organization to be suitable, associated with strengthening the rectification of the working style and manner of the staff and civil servants in performing their duties and attitudes in serving the people. Proactively advising on the development of projects and plans to convert crops and livestock, develop new production models to promote local socio-economic development...
Up to now, the results achieved are that the criteria for advanced new rural areas have been basically met, striving to reach the "finish line" of advanced new rural areas by the end of 2024. "The time working at the grassroots level helped me accumulate and learn a lot of knowledge, experience, skills and methods of leadership and direction", comrade Dang Xuan Phuong confided.
Not only comrade Dang Xuan Phuong, most of the cadres of departments and offices of Van Ban district have been transferred to the grassroots to take on leadership positions, specialized cadres... since the beginning of the 2020 - 2025 term until now, leaving good impressions on the locality where they work.
Comrade Nguyen Van Ban, Head of the Organization Board of Van Ban District Party Committee, said: Along with the work of planning, training, and appointing cadres, the district strictly controls, carefully screens, and promptly replaces cadres with limited capacity, low prestige, and violations. Since the beginning of the term, the district has disciplined and rearranged 25 cadres, ensuring compliance with Party regulations.
According to the assessment of the Standing Committee of Van Ban District Party Committee, in addition to the achieved results, the planning, training, fostering and use of female and young cadres in Van Ban still has some limitations, such as: Awareness of the planning, training, fostering and use of female and young cadres in some Party committees, local authorities and units is not adequate; the initiative of some Party committees in screening and replacing cadres with limited capacity and low prestige is not drastic; many cadres, civil servants and public employees have not been arranged in accordance with their trained expertise and profession; the capacity of the cadre team is not uniform; in some localities and units, the work of evaluating cadres and party members is still limited; the rate of women participating in the district Party Committee has not met the target (there are only 6 female cadres/40 people in the district Party Committee, accounting for 15%).
Van Ban District Party Committee always adheres to Resolution No. 26 dated February 7, 2022 of the Standing Committee of Lao Cai Provincial Party Committee on the Human Resource Development Strategy of Lao Cai Province to 2030 and vision to 2050 to carry out the work of planning, training, appointing, and rotating cadres. Through mobilization and rotation, the subjectivity, self-satisfaction, stagnation, and detachment from reality of some cadres have been overcome, especially the local, clanist, and respectful thoughts of grassroots cadres that affect the effectiveness of leadership and direction of political tasks of localities.
“Cadres are the root of all work”, “All success or failure depends on good or bad cadres”, consistently with that ideology and viewpoint, in the coming time, Van Ban District Party Committee will continue to perfect plans to build a team of cadres suitable for the new situation; regularly pay attention to leading the implementation of cadre work to ensure democracy, objectivity and transparency; combine the rotation of cadres from district-level departments and offices to communes and vice versa for training and practice in both top-down and bottom-up directions, from one commune to another, in order to completely overcome the closed and local situation in cadre work. The district also boldly arranges, promotes and uses young cadres with capacity, qualifications and enthusiasm for key positions at district and grassroots levels, creating motivation for cadres to strive and mature.
