The role of the Provincial Cooperative Union in developing the collective economy

Implementing Resolution No. 20-NQ/TW, dated June 16, 2022, the 5th Central Conference (term XIII) on continuing to innovate, develop and improve the efficiency of the collective economy (KTTT) in the new period (Resolution 20); Action Program No. 29-CTr/TU, dated August 31, 2022 of the Provincial Party Standing Committee on implementing Resolution 20, the Provincial Cooperative Union (CPU) has played a good role in leading and promoting the development of cooperatives, contributing to political stability, social security, and socio-economic development of the province.

With the motto of developing collective economy, cooperatives take quality and efficiency as a measure, develop diverse forms of cooperation, link production according to value chains associated with exploiting potentials and strengths, practically build new rural areas and develop the province's socio-economy. In the past time, 59 new cooperatives have been established, exceeding 65% of the plan, increasing the number of cooperatives operating in the province to 581 cooperatives, accounting for 80.3% of the total number of cooperatives. Average revenue reached more than 3.2 billion VND/cooperative/year, an increase of 354 million VND compared to 2022, reaching 102% of the plan for 2023; average profit reached 219 million VND/cooperative/year, an increase of 23 million VND compared to 2022; total charter capital of cooperatives reached 779,911 billion VND. The total number of members participating in the cooperative is 105,798 members, the cooperatives are creating regular jobs for 6,250 workers, and at the same time creating over 52,000 short-term and seasonal jobs for local workers. The average income of workers is 4.8 million VND/person/month, an increase of 0.8 million VND compared to 2022, reaching 114.3% compared to the 2023 plan, thereby making people and members feel secure and confident when participating in the cooperative.

The movement to build a new cooperative model has created bright spots of agricultural cooperatives producing according to the value chain associated with local key products: Tea, grapefruit, livestock, poultry, aquaculture, safe vegetables... Notably, the number of cooperatives with commodity products has increased sharply compared to 5 years ago. The whole province has over 150 cooperatives with commodity products, many of which have products registered with trademarks, origin traceability stamps, collective trademarks, packaging, and beautiful designs; 127 cooperative products meet OCOP standards from 3 stars or higher, accounting for 49.03% of the total number of OCOP products in the whole province, (including 30 products with 4 stars, 97 products with 3 stars). Products: Long Coc tea, Phu Thinh tea, Hung Lo rice noodles, Thach De rice noodles, Cu Thang rice noodles, Thanh Son sour meat, Doan Hung specialty grapefruit, My Lung Ga crow sticky rice,... have contributed to introducing the image of the homeland, the traditional beauty of culture and spirit of Phu Tho people to domestic and international customers.

The encouraging results of the collective economy and cooperatives sector affirm the attention and leadership of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the orientation of the activities of the Vietnam Cooperative Alliance; the close and effective coordination of departments, branches, unions, Party committees, local authorities and the efforts of the Provincial Cooperative Alliance and its member organizations. Focus on innovating the work of mobilizing and propagating members to implement the Party's guidelines and policies, the State's policies and laws on the development of collective economy and cooperatives; being proactive and creative in building typical cooperative models; constantly paying attention to and fostering qualifications, improving the management and operation capacity of cooperative managers; implementing cooperative support policies such as training, capacity building, supporting trade promotion, supporting cooperatives to solve difficulties in markets, capital, etc.

To further promote the contribution of the collective economic sector, with cooperatives as the core, to the province's socio-economy and sustainable new rural construction, the Provincial Cooperative Union, together with its member cooperatives and collective economic organizations, continue to promote propaganda work, thoroughly grasp the policy of national construction in general, and building and developing the collective economic sector and cooperatives in particular. Through many forms, promote and improve the quality of propaganda work, disseminate Resolution 20 of the 5th Conference of the Party Central Committee (13th tenure) and Action Program No. 29-CTr/TU dated August 31, 2022 of the Provincial Party Standing Committee on the implementation of Resolution 20; identifying this as an important foundation for implementing the development of the collective economic sector and cooperatives in the coming period. Disseminate and thoroughly understand the Law on Cooperatives 2023, documents guiding its implementation, and State policies to support and encourage the development of collective economy to cadres, party members, members, workers in cooperatives and all classes of people.

Further strengthen coordination with departments and branches to do a good job of advising the Provincial Party Committee, People's Council, and Provincial People's Committee in implementing the Party's Resolution. Coordinate and advise the Provincial People's Committee to review implemented policies as a basis for developing policies suitable to the actual conditions of the province in the current period. Strengthen coordination and advise the Provincial People's Committee to take measures to quickly overcome limitations and weaknesses, remove difficulties, encourage and create favorable conditions for cooperatives to consolidate their organizations, improve their capacity, promote the inherent advantages of collective economy and cooperatives to build value chains, develop in a sustainable direction, increase the competitiveness of cooperative products in the market; strongly direct activities to localities and grassroots levels, organize consulting activities, implement support activities, promote collective economy and cooperatives to develop comprehensively.

Continue to innovate the content and methods of operation, promote the role of a bridge, leading and promoting the development of collective economy and cooperatives. Focus on consulting and supporting cooperatives to promote the application of information technology, digital transformation in cooperative management and production and business organization, product promotion, market connection via cyberspace, combining traditional business and business on digital platforms, promoting the effectiveness of trade promotion activities. Support cooperatives and cooperatives to apply advanced scientific and technological achievements to exploit potentials and strengths, expand scale, strengthen linkages, improve productivity and product quality; expand cooperation to support collective economy and cooperatives to develop, respond to the potentials and strengths of the province, actively participate in building sustainable new rural areas.
