Prioritize the regulation of essential goods to areas affected by storms and floods.

The Ministry of Industry and Trade has just issued an Official Dispatch to the Departments of Industry and Trade of provinces and cities; units under the Ministry; Vietnam Electricity Group; traders, industry associations producing and trading all kinds of goods to supply essential goods to serve people in localities affected by storm No.

Specifically, Minister of Industry and Trade Nguyen Hong Dien assigned the Domestic Market Department to continue to effectively organize and implement the Frontline Working Group established under Decision No. 2421/QD-BCT dated September 11, 2024 of the Minister of Industry and Trade on the supply and regulation of essential goods in localities affected by storm No. 3 to directly grasp the market situation and demand for essential goods.

At the same time, regulate goods between provinces and cities affected by rain and floods with other provinces and cities (priority is given to regulating goods supplied from the Central and Southern regions) when requested by localities to ensure the maintenance of the supply of essential goods, focusing on goods for the learning needs of students, medical treatment of patients, and for vulnerable groups in society in localities heavily affected by rain and floods.

At the same time, summarize difficulties and problems arising in the supply of essential goods in the provinces; advise and propose solutions in emergency situations, and promptly report to the Ministry's leaders in cases beyond their authority.

The General Department of Market Management continues to strictly implement Official Dispatch No. 6815/CD-BCT dated September 8, 2024 of the Minister; directs all market management forces to strengthen supervision and management by area, deploy professional measures, develop plans and coordinate with functional forces to conduct inspections, supervision, promptly detect and strictly handle organizations and individuals who take advantage of the impact of storm No. 3 to speculate, hoard goods, increase prices or commit other violations according to the provisions of law...

The Department of Industry monitors the production of industrial products; in which, it focuses on industrial food products and steel products, directing manufacturing enterprises to ensure supply to stabilize prices and meet consumption needs to serve the process of repairing, renovating, and rebuilding houses and infrastructure in many localities after storm No.

The Import-Export Department coordinates with the Domestic Market Department to review the supply of agricultural products, ensuring a harmonious balance between ensuring food security and promoting the export of strong products, prioritizing the promotion and support of agricultural products from the Northern localities that are about to be harvested.

In this dispatch, the Ministry of Industry and Trade requested Vietnam Electricity Group to direct the Electricity Corporations and Provincial Power Companies to prioritize ensuring power supply for pumping stations serving flood control and prevention to quickly restore the growing areas heavily affected by storm No. 3, providing clean water for consumption and fresh water for production and business. At the same time, direct units in the electricity sector in localities less affected by the storm to mobilize forces, means and materials to promptly support overcoming power system problems caused by the storm to ensure the restoration of production and business activities of enterprises and people's lives.

"Petroleum traders must proactively source goods, provide enough petrol for the system, absolutely not interrupt the supply of petrol in their petrol distribution system (from key traders, distributors, agents, retail stores), maintain regular sales activities, sell at the listed price; strictly implement the reserve of petrol according to regulations, ensure sufficient supply of petrol for the domestic market in all situations", the dispatch clearly stated.

For businesses producing essential goods, increase production capacity to ensure adequate supply for localities; prioritize the supply of high-demand items such as food, foodstuffs and items serving essential needs such as construction materials, medicines, consumer goods, etc. for the needs in areas damaged by storms, rain and floods.

Enterprises distribute, review, strengthen supply coordination, focus resources to transport goods from the Central and Southern provinces to supply essential goods in the distribution system in the Northern provinces, prioritize supply to areas affected by storms, floods, inundation, and local isolation by appropriate measures and means, ensuring safety. Speculation, hoarding, hoarding, and unreasonable price increases of goods in any form are not allowed;

The telegram requires the Department of Industry and Trade of the northern provinces and cities directly affected by storms, floods, and inundation to closely monitor market developments, direct and coordinate with production and business units to deploy measures to immediately use reserve goods and mobilized social resources to support and ensure adequate supply of essential goods and goods for post-storm recovery work in areas affected by storms and floods. At the same time, mobilize, supervise, and request business units of essential goods, construction materials, repair materials, textbooks, medicines, generators, electric storage devices, water storage devices, etc. to fulfill their commitments to stabilize commodity prices...

Direct commercial business units, management units, and market operators in the area to have plans to provide mobile goods in the area, strengthen connections, and seek additional sources of goods from other localities so that supply activities are not interrupted.

In mountainous areas affected by landslides, there are still many isolated areas with difficult transportation. It is recommended to coordinate essential goods through distribution channels to promptly supply them to people; proactively coordinate with the police, military, transportation, health, education and business forces to increase the transportation of essential goods, gasoline, medicine, textbooks, and school supplies to areas that are currently isolated, difficult, and lacking. Coordinate with the Department of Agriculture and Rural Development to organize the connection of supply and demand of essential goods, food, and foodstuffs to support people in consuming food and foodstuffs that are ready for harvest and sale but are facing difficulties due to the impact of storm No. 3.

At the same time, proactively review and coordinate with local state management agencies on the need to support essential necessities for people in difficult circumstances due to the direct impact of storm No. 3 and the storm's circulation such as losing their homes and not being able to ensure their own essential needs. Consider support from mobilized resources or national reserves of tents, drinking water, food, blankets, pots, pans, fuel, motorboats and some other essential items to serve immediate, on-site needs; advise the Provincial People's Committee to have an emergency social assistance plan according to the provisions of Decree No. 20/2021/ND-CP dated March 15, 2021 regulating social assistance policies for social protection beneficiaries.
