Coping with Tropical Depression

Mr. Pham Duc Luan - Director of the Department of Dyke Management and Natural Disaster Prevention said that according to the forecast, the tropical depression has winds only at level 6, but localities need to pay attention to small boats, if they still go out to sea, there is a risk of accidents.

Localities also need to check drainage systems, be ready to drain water, protect agricultural production, low-lying areas, urban areas and industrial zones, because currently, with heavy rain of over 100mm, the risk of flooding in urban areas is very high.

"Recommend that the Ministry of Transport review the routes where incidents and landslides have occurred; it is necessary to separate traffic routes, restrict and prohibit people from entering these routes," said the Director of the Department of Dyke Management and Natural Disaster Prevention.

At the meeting, Mr. Hoang Phuc Lam - Deputy Director of the National Center for Hydro-Meteorological Forecasting said that at 7:00 a.m. this morning, the tropical depression was located in the sea west southwest of Hoang Sa archipelago. The strongest wind near the center of the tropical depression was at level 6 (from 39 - 49 km/h).

"Today, the tropical depression remains at level 6, then gradually weakens. It is likely that when it reaches the coast of the Central Central provinces, the wind will weaken to below level 6," said Mr. Lam.

According to information from the Border Guard Command, as of 6:30 a.m. today, more than 40,000 ships with 196,000 people have been counted and instructed to know the location and direction of the tropical depression to proactively avoid it; of which, there are 1,037 ships with 6,187 people operating in the sea area from Quang Tri - Quang Ngai and Hoang Sa archipelago. Thua Thien Hue province has banned the sea since the afternoon of July 14.

Concluding the meeting, Deputy Minister Nguyen Hoang Hiep highly appreciated the forecasting and warning work of the National Center for Hydro-Meteorological Forecasting; thereby helping ministries, branches and localities to be proactive in directing, responding and reducing damage.

To cope with natural disasters in the coming days, especially heavy rain, Deputy Minister Nguyen Hoang Hiep requested affected areas to review their sewer and ditch systems, mobilize functional forces to conduct inspections, remove obstacles that cause water blockages, and clear the flow to minimize urban flooding.

Localities affected by low pressure and low pressure circulation need to be on guard against flash floods and landslides, minimizing the impact of the above natural disasters on people's lives, livelihoods and production.

"The tropical depression is likely to weaken, but coastal localities need to be on guard against heavy rain and thunderstorms," ​​Deputy Minister Nguyen Hoang Hiep noted.

The Deputy Minister also requested the Department of Irrigation to review all irrigation reservoirs and direct localities to promptly drain water when situations arise.

Referring to the natural disaster situation in the coming time, Deputy Minister Nguyen Hoang Hiep said that natural disasters are still complicated, so ministries, branches and localities need to proactively monitor the forecast and warning situation of the National Hydrometeorological Agency and the reality in the locality to proactively respond.

“After the landslide in Ha Giang on July 13 caused serious consequences, should the authorities study and strengthen warnings for vehicles not to travel at night, especially during the rainy and stormy season? If the authorities find that the traffic situation, embankments, natural disasters, etc. are unsafe, they should implement a ban on people and vehicles passing through this dangerous area, especially at night,” Deputy Minister Nguyen Hoang Hiep emphasized.
