On the side of the Ministry of Labor, Invalids and Social Affairs, there were leaders of the following units: Department of International Cooperation, Department of Social Protection, Department of Employment, National Office for Poverty Reduction, Institute of Labor Science and Social Affairs.
Join hands to care for social security
At the meeting, Ms. Ramla Khailidi expressed her joy and appreciation for the cooperation activities between UNDP and the Ministry of Labor, Invalids and Social Affairs. Ms. Ramla Khailidi said that in recent times, UNDP and the Ministry of Labor, Invalids and Social Affairs have effectively implemented and achieved many achievements in programs and projects on multidimensional poverty reduction, social assistance, mine clearance, and support for mine victims. The UNDP Representative in Vietnam also proposed that the two sides continue to coordinate in implementing new projects related to the field of employment support for people with disabilities and mine victims; raising the voice of people with disabilities in public agencies and political forums; moving towards a just energy transition, green transition, and global acceleration initiatives to protect the vulnerable, ensuring that workers do not lose their jobs due to factory closures.
At the meeting, Minister Dao Ngoc Dung welcomed and welcomed Ms. Ramla to work with the Ministry of Labor, Invalids and Social Affairs. As a leader and an expert with many important contributions to the development of UNDP, he thanked UNDP for its effective support to Vietnam in the past time, specifically UNDP has always stood side by side in promoting social security, promoting sustainable development goals, striving to promote great achievements in socio-economic development, and at the same time addressing emerging challenges that Vietnam is facing, including areas under the management of the Ministry of Labor, Invalids and Social Affairs.
“The Vietnamese Government in general and the Ministry of Labor, Invalids and Social Affairs in particular highly appreciate the assistance of UNDP, especially in building institutions and social security policies. This includes multidimensional poverty reduction, sustainable poverty reduction, support for mine clearance, support for mine victims, assistance for the elderly…”, Minister Dao Ngoc Dung emphasized.
According to Minister Dao Ngoc Dung, over the past 10 years, Vietnam has mainly focused on social security issues, paying attention mainly to the disadvantaged. However, in the next 10 years, Vietnam's policy on developing social policies and social welfare will be comprehensive, inclusive, modern and sustainable.
Minister Dao Ngoc Dung said that in the current global context, Vietnam is focusing on three priority areas: One is institutional reform, which is both suitable for Vietnam and welcomes the world's advanced things, taking public-private partnership and State resources to lead development. Two is infrastructure development, including both hard and soft infrastructure. Three is focusing on human resource development, with people at the center.
In the social field, Vietnam is setting out 4 priority breakthroughs, especially focusing on developing a flexible, effective, sustainable and integrated labor market, in the spirit of satisfactory and fair employment, taking people's income and livelihood as the foundation; focusing on solving core poverty issues, focusing on ethnic minority areas, focusing on eliminating all temporary and dilapidated houses for the poor. Strive for no dilapidated houses in the country by 2025. Along with that is the goal of building 1 million apartments for workers and low-income people.
Regarding mine clearance activities, Minister Dao Ngoc Dung said that Vietnam is suffering from huge consequences. Currently, Vietnam is taking care of 9 million people with meritorious services, including war invalids, veterans, people exposed to toxic chemicals, and their families; 3 million people in the protection category, more than ten million poor households, poor due to poor health, and consequences of war.
In the field of equitable energy transition, the Vietnamese Government committed at the COP26 Conference that by 2050 there will be no more environmental emissions, which means a strong commitment to environmental protection.
Therefore, UNDP proposes how to transform so that the disadvantaged are not disadvantaged because in the process of transformation, coal, gasoline, green energy are being digitized, the most disadvantaged are the disadvantaged, low-skilled workers, women, migrants will be left out, lose their jobs. In such a transformation, the Ministry of Labor, Invalids and Social Affairs must find a way to create mechanisms to protect these subjects.
Enhancing the voice and participation of people with disabilities in forums
Agreeing with the proposals of the UNDP Representative on enhancing the voice of people with disabilities in politics as well as participating in management or in social activities, Minister Dao Ngoc Dung proposed: “Instead of using canes to navigate and find the way, we can study equipping each disabled person or visually impaired person with a smartphone, which has software to help them cross the street, find the way, easily access housing, transportation or sports and recreational activities, integrate into the community... This is also something I have been thinking about for a long time”.
Agreeing with the proposal of Minister Dao Ngoc Dung, the UNDP Representative in Vietnam affirmed his desire to continue to cooperate with the Ministry of Labor, Invalids and Social Affairs in many new areas, including focusing on supporting Vietnam in general and the labor, invalids and social affairs sector in particular in supporting the disadvantaged, equitable capacity transformation, green transformation and global acceleration initiatives. Regarding the Minister's proposal on supporting people with disabilities, UNDP will have a project in coordination with companies or private partners as soon as possible, thereby surveying the needs of visually impaired people, what equipment they need or what kind of support they need..., from which to design apps or software to provide effective assistance.
At the meeting, Minister Dao Ngoc Dung also assigned the Institute of Labor Science and Social Affairs to include the content on people with disabilities in the draft Resolution replacing Resolution 15-NQ/TW on social policies in the coming period; at the same time, he requested UNDP to continue to support Vietnam in the task of sustainable poverty reduction and issues related to the elderly. In a fair transition, it is necessary to closely coordinate to provide opinions to ensure the improvement of energy efficiency and energy conversion, creating quality jobs for disadvantaged groups in Vietnam.
