(TN&MT) - On November 19, on the sidelines of the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 29) in Azerbaijan, Deputy Minister of Natural Resources and Environment Le Cong Thanh had a bilateral meeting with Mr. Marcos Neto, Assistant Secretary-General of the United Nations and Director of the Department of Policy Support and Programme Development, United Nations Development Programme (UNDP).
At the meeting, Deputy Minister Le Cong Thanh expressed his gratitude to the United Nations and UNDP for their support and cooperation with Vietnam, especially in the areas of climate change response, circular economy and biodiversity. Most recently, the Prime Minister approved the updated National Adaptation Plan (NAP). This is also the result of the cooperation between UNDP and the Ministry of Natural Resources and Environment over the past time.
In the coming time, Vietnam will continue to update its Nationally Determined Contribution (NDC 3.0) in accordance with the provisions of the Paris Agreement. The Deputy Minister requested UNDP to continue to support and cooperate in this process, especially on the content of adaptation and loss and damage.
Regarding the circular economy, Vietnam hopes that UNDP will continue to support the development of necessary legal regulations. Regarding biodiversity conservation, the Ministry of Natural Resources and Environment highly appreciates UNDP's initiative on financing for biodiversity, and hopes that this will be a driving force to continue promoting nature-based solutions (NbS) in Vietnam in the coming time.
Vietnam also highly appreciates the United Nations' initiative on early warning for all parties. Currently, Vietnam is the focal point of the World Meteorological Organization on this content and looks forward to promoting better cooperation for early warning solutions.
From UNDP, Mr. Marcos expressed his deep sympathy to the Government of Vietnam for the loss and damage suffered by the Vietnamese people as a result of Typhoon Yagi. Immediately after the storm, UNDP also formed a team to assess the recovery and reconstruction needs of the storm.
Mr. Marcos said that Vietnam's setting of higher and more ambitious goals in the NAP and NDC 3.0 is one of the prerequisites to realize national efforts, contributing to the global effort to keep the Earth's temperature from rising more than 1.5 degrees Celsius by the end of this century.
Mr. Marcos also congratulated the Government of Vietnam on the progress in implementing the Just Energy Transition Partnership (JETP). As the supporting agency for the JETP Secretariat, UNDP requested further clarification of the needs of the Vietnamese side and how UNDP can support the implementation of JETP in the coming time.
Regarding NDC 3.0, UNDP is currently working with UN agencies to promote initiatives to contribute to this update, such as mobilizing the participation of vulnerable groups and stakeholders in a comprehensive manner in NDC 3.0, to ensure a just transition. UNDP also hopes to be able to support Vietnam in the upcoming NDC update process.
According to Deputy Minister Le Cong Thanh, the severe damage from super typhoon Yagi has shown the huge impacts of climate change, requiring a change in thinking and strong leadership to mobilize sustainable financial resources and long-term, sustainable development solutions.
Regarding JETP, the Ministry of Industry and Trade has been assigned as the focal point of the government in the coming time when JETP comes into effect. The implementation of JETP commitments still faces many difficulties, requiring new mechanisms, and similar to some countries implementing JETP, Vietnam is also looking for ways to overcome these challenges. The most difficult point is how Vietnam can have a mechanism and method to combine different sources of capital, deployed and mobilized through each stage of construction, development and implementation of the project, from design to operation of investment projects for equitable energy transition in Vietnam. Another challenge that Vietnam also needs to find a solution soon is to ensure that there are mechanisms to combine public-private finance in a harmonious manner, while still maintaining the public debt ceiling at the allowable threshold.
Currently, Vietnam is starting to organize working groups to develop NDC 3.0. In the coming time, the Ministry of Natural Resources and Environment will consult with ministries and sectors to clearly identify gaps that need technical support and will discuss with UNDP. However, developing NDC is only one of the urgent tasks that must be done. The bigger challenge that the Vietnamese Government needs to address is how to effectively implement NDC, combine action planning with investment and financial mechanisms, and call for multilateral and multi-stakeholder cooperation to implement these ambitions. Vietnam hopes that at COP29, the parties can reach consensus in developing common goals on climate finance and will make efforts to negotiate to reach consensus.
UNDP expressed its appreciation for the opportunity to cooperate and support Vietnam in its journey to respond to climate change in the coming time.
