Standing Vice Chairman of the Provincial People's Committee Luu Van Ban also requested Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) to rectify its management work as the investor. Coordinate with consulting and supervising units and construction contractors to comply with construction solutions to ensure traffic safety and minimize congestion.

The Standing Vice Chairman of Hai Duong Provincial People's Committee assigned the Department of Transport to patrol and control, promptly report when detecting shortcomings in the implementation of construction organization measures, and if violations are detected, hand them over to the traffic inspection force for handling.
National Highway 5, which passes through Hai Duong province, is 44 km long and is directly managed and operated by the Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI). Currently, the traffic volume on the route is about 60,000 converted vehicles/day and night, exceeding the designed traffic volume by 4-5 times. In addition, the Hanoi - Hai Phong railway runs parallel to National Highway 5, with many level crossings with the railway, leading to frequent traffic jams at intersections during rush hours.
The section passing through Kim Thanh district is about 17 km long (from km61 to km77+850) and is currently under construction to repair the road surface from km65+00 to km76. The construction unit has completed the section from km65 to km70, while the section from km70 to km76 is still under construction (within the construction permit until July 15, 2024). In recent days, traffic congestion has occurred in the area where National Highway 5 is being repaired. Especially on the evening of June 19, the congestion lasted for many hours, making it difficult for people and vehicles to move.
On the morning of June 20, through actual inspection, the construction section was 450-600m long, longer than the permitted length and did not comply with avoiding rush hour; the contractor's traffic control force lacked experience, the barrier system did not ensure the distance according to the licensing documents...
On June 19, Hai Duong newspaper published an article "National Highway 5 through Kim Thanh: An unsafe road" reflecting on the shortcomings on National Highway 5 through Kim Thanh district, partly due to the recent repairs of National Highway 5.
