Early on the morning of November 22, many provinces in Ukraine simultaneously issued air defense alerts lasting several hours due to the possibility of a ballistic missile attack.

The alarm sounded in most of the eastern, southern and northern provinces near the border with Russia such as Zaporizhzhia, Cherkasy, Kherson, Donetsk, Dnepropetrovsk at around 3am local time.
Ukraine's monitoring agency received information about the missile launch from Crimea. However, the country's air force command did not have any warning about the attacks.
Earlier on the morning of November 21, Russia launched intercontinental ballistic missiles (ICBMs), Kh-47M2 Kinzhal ballistic missiles and 7 Kh-101 cruise missiles into Dnepropetrovsk province, especially the city of Dnieper in Ukraine.
This is the first time the Russian military has used an ICBM since the conflict broke out.
Immediately afterwards, President Vladimir Putin announced that this was also a response to the West allowing Ukraine to attack deep into Russian territory with long-range weapons.
In addition, according to Mr. Mikhail Ulyanov, Russia's representative to international organizations in Vienna, the International Atomic Energy Agency (IAEA) needs to increase inspections of Ukraine's compliance with obligations in the nuclear field, after Kiev announced its intention to develop nuclear weapons.
Speaking at a meeting of the IAEA Board of Governors, Mikhail Ulyanov stressed that Ukrainian officials, including President Volodymyr Zelensky, have recently made "a series of reckless statements about the possibility of developing nuclear weapons."
The Institute for National Strategic Studies of Ukraine, which is an advisory body to the country's National Security and Defense Council, expressed similar views.
According to Mr. Ulyanov, this is an extremely worrying trend that could lead to catastrophic consequences. The IAEA needs to pay more attention to Ukraine's compliance with its nuclear obligations.
