This afternoon, December 13, Acting Chairman of the Provincial People's Committee Ha Sy Dong and Vice Chairmen of the Provincial People's Committee had a working session with Vinh Linh district on the results of implementing the tasks of socio-economic development, national defense and security for the 2020-2025 term. According to the report of Vinh Linh District People's Committee, in recent years, the socio-economic situation of the district has had positive developments, the main targets have basically been achieved according to the plan and roadmap. The economic structure has shifted in the right direction, gradually reducing the proportion of agriculture, forestry and fishery, gradually increasing the proportion of industry, construction and trade and services.
Total production value (at 2010 comparative prices) is estimated to increase by 13.19% annually compared to 2020 (the 5-year plan increases by 15% -16%). Average income per capita is estimated at 63 million VND/5-year plan, not reaching the set plan; budget revenue in the area increases by an average of over 10% per year/5-year plan.
The district has focused on attracting large capital sources for investment in social development, and the annual budget revenue in the area has exceeded and achieved the set plan. Enterprises, cooperatives, and individual business households have expanded in number and scale. The criteria for meeting the standards of a new rural district have been completed and recognized by the Prime Minister in Decision No. 834/QD-TTg dated August 15, 2024.
The work of taking care of people's health is focused, and the prevention of epidemics is well implemented. Social security and welfare work is taken care of, poverty reduction work is promoted. The cultural, sports, information and communication career is organized enthusiastically, closely following the political tasks of the district. Emulation movements to celebrate the 70th anniversary of Vinh Linh tradition are launched and organized widely throughout the district. The quality of mass education is stable, substantial, and the key quality has made a breakthrough with outstanding results. The work of preventing natural disasters and climate change is deployed promptly and effectively.
The work of receiving citizens, handling complaints and denunciations has been carried out in accordance with regulations; government building, administrative reform, discipline and administrative discipline have been promoted, the apparatus of state agencies has promoted effectiveness and efficiency; anti-corruption and negativity have continued to be strengthened, contributing to consolidating the trust of the people and the whole society. National defense and security have been maintained; social order and safety have been ensured. Vinh Linh district strives to achieve and exceed 19/21 socio-economic targets by the end of 2025.
The implementation of two breakthrough areas including the Project on industrial development in Vinh Linh district for the period 2021-2025 and orientation to 2030 and the Project on improving the quality of human resources, promoting the application of science and technology in socio-economic fields of Vinh Linh district for the period 2021-2025 achieved many positive results.
Besides the achieved results, the report also pointed out limitations such as: The average annual growth rate of total production value and per capita income is still low, and the forecast is not to reach the target set by the Resolution of the District Party Congress.
Some projects are behind schedule due to problems with site clearance, high prices of raw materials and fuel, and a shortage of land for filling. Revenue from land use rights auctions is greatly affected by real estate market factors. Site clearance, support, and resettlement for the North-South Expressway project and some projects are still facing difficulties and shortcomings. Although the District People's Committee has reported and recommended to competent authorities to propose the implementation of key projects in the area, investors have not yet implemented them on schedule as committed.
Regarding the development orientation for the 2025 - 2030 term, Vinh Linh strives to build the district to meet advanced new rural standards, becoming the economic, cultural, social and security - defense center of the northern region of Quang Tri province. It is a comprehensive economic region of trade, services, tourism, industry, agriculture, in which priority is given to the development of tourism and industry.
At the meeting, Vinh Linh district proposed and proposed to the Provincial People's Committee a number of contents such as: Arranging public investment capital from the central and provincial budgets for the period 2026 - 2030 to implement important investment projects with regional connectivity, creating momentum to promote socio-economic development, environmental protection and natural disaster prevention in the district.
Build the "Aspiration for Peace" Monument, the symbol of the "17th Parallel" landmark... At the same time, organize promotional activities, travel, tourism promotion and call on businesses to invest in tourism - service complexes in the Ben Hai River junction area to help the locality exploit the potential and advantages in tourism development, promote socio-economic development. To accelerate the implementation of 6 key tasks and 2 breakthrough areas set out in the Resolution of the 19th Vinh Linh District Party Congress, the Acting Chairman of the Provincial People's Committee requested Vinh Linh District to focus on developing sustainable agriculture associated with new rural construction. Restructuring the agricultural sector towards sustainability, applying science and technology to production associated with product consumption. Developing specialized, concentrated production areas on a large scale in the direction of high technology.
Focus on industrial development, prioritizing the development of advantageous industries of the district such as wood processing industry, wood chip factory, rubber processing. Invest in complete and synchronous infrastructure of Tay Bac Ho Xa Industrial Park, industrial clusters. Support investors to speed up the construction progress of large-scale projects, contributing to job creation and increasing income for workers. Pay attention to investing in projects and works with regional connectivity, promoting socio-economic development in Vinh Linh district.
Develop commercial enterprises and market networks; attract investment in building commercial centers, supermarkets, and convenience stores to meet people's needs. Exploit the potential to develop historical tourism, experiential ecotourism, resort tourism, and even spiritual and cultural tourism...
Make more efforts to improve the business investment environment, enhance provincial competitiveness, actively reform administration, and simplify investment procedures. Mobilize and effectively use investment resources of the economy, accelerate the implementation of planning and investment projects, especially key projects and works. Manage and use resources rationally and effectively, protect the environment, and proactively respond to climate change. Regarding the district's recommendations, Acting Chairman of the Provincial People's Committee Ha Sy Dong assigned relevant departments and branches to study and advise the Provincial People's Committee to allocate resources to resolve and support the locality to complete socio-economic and national defense and security targets in 2025 and the next term.
