Decree No. 12/2024/ND-CP of the Government amending and supplementing a number of articles of Decree No. 44/2014/ND-CP of the Government regulating land prices and Decree No. 10/2023/ND-CP of the Government amending and supplementing a number of articles of decrees guiding the implementation of the Land Law. The Decree consists of 4 articles, including 16 amended and supplemented contents and 1 abolished content. The focus of Decree No. 12/2024/ND-CP is the land valuation method and the conditions for applying the land valuation method, while expanding the sources of information for collecting comparative assets when applying the land valuation method so that relevant agencies, units and organizations with the function of determining land prices can easily implement, in order to remove difficulties and obstacles in land valuation work, and unlock land resources.

Speaking at the meeting, the Vice Chairman of the Provincial People's Committee requested departments, branches and localities to carefully study the regulations and propose solutions to remove difficulties in implementing land valuation methods. The Department of Natural Resources and Environment (DONRE) was assigned to review projects that have been and are being implemented to determine land prices for further implementation; the land valuation consultancy unit, based on the regulations, proposed to develop a land pricing plan as a basis for submitting to the Land Valuation Council for specific consideration and agreement as a basis for completing the land pricing plan to submit to the People's Committee of the competent authority for decision.

In 2024, the whole province strives to collect land use fees of 800 billion VND, of which the provincial budget balance is 632.5 billion VND, and the district and city budget balance is 167.5 billion VND. Based on the review of proposals from units, the Department of Natural Resources and Environment proposed 19 projects to collect land use fees from the provincial budget in 2024 with a total area of 419.38 hectares. Of which, there are 10 land plots belonging to projects to collect land use fees when the State allocates land to organizations, households and individuals; 4 land plots auctioned to collect land use fees and 5 projects collecting floor prices to pay to the state budget.
Speaking at the meeting, the Vice Chairman of the Provincial People's Committee requested that sectors and localities develop a tight, feasible plan, prioritizing the selection of eligible projects to implement first and assigning specific responsibilities to each sector, unit and locality. Projects with land prices need to start collecting land use fees early; projects without land prices, land subject to auction need to monitor the implementation of valuation and organize auctions promptly; for projects with floor prices paid to the state budget, relevant sectors and units must coordinate to effectively implement and ensure strict compliance with regulations. For urban and residential area projects, the Department of Natural Resources and Environment shall be assigned to determine specific land prices, develop land price plans and submit them to the Appraisal Council for calculating land use fees...
