The economy continues to recover strongly in a positive trend, with growth in the following quarter higher than the previous quarter; total GRDP growth is estimated at about 8.5 - 9%.

The export turnover of goods is estimated at nearly 3.7 billion USD. The State budget revenue is higher than the assigned estimate; estimated at 23,751 billion VND. The disbursement of public investment capital by November 20 is estimated at over 69%. The investment and business environment has been improved, attracting foreign direct investment (FDI) continues to be a bright spot. To date, the total newly granted and adjusted capital of the whole province is 44,789 billion VND; FDI attraction alone has reached 977.83 million USD so far, and it is expected to attract 1,696 million USD for the whole year.

Speaking at the conclusion of the meeting, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that this result was achieved thanks to the coordination in the direction and management with focus and key points of the Provincial Party Committee, People's Council, Provincial People's Committee and all levels and sectors, clearly shown in the economic field, the indicators of high growth rate; budget revenue; export turnover; investment attraction had a breakthrough at the end of the year; public investment disbursement; new rural construction.

In particular, a number of key tasks have been basically completed: The National Assembly issued Resolution No. 137; The Government approved the plan to implement the Provincial Planning; The National Assembly Standing Committee passed Resolution 1243 on merging district and commune-level administrative units in the 2023-2025 period in the province. At the same time, the results in implementing national defense and security tasks and foreign affairs were highly appreciated.

Based on the analysis of some shortcomings and limitations of 2024, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung pointed out: there is not much time left, so the Departments, branches and localities must make efforts and determination to fulfill the tasks of 2024 to the highest level; Proactively review, evaluate and organize the implementation of targets and objectives, especially in areas with room for growth; Request departments and branches to urgently focus on completing the remaining key tasks of the year. That is, complete the contents to submit to the Provincial Party Committee, the Provincial Party Committee and the Provincial People's Council meeting at the end of the year. The Department of Home Affairs urges and guides localities to implement the Resolution on the arrangement of administrative units at district and commune levels; Focus on completing the arrangement of the apparatus and announcing the new administrative units before December 25, 2024. The Department of Planning and Investment advises on the drafting of the report for the 20th Provincial Party Congress to ensure quality and progress; Presides over and coordinates with other sectors to effectively implement Resolution 137 of the National Assembly, which will take effect from the beginning of 2025; Advises on the assignment of socio-economic targets, State budget estimates, public investment and directive and management documents to implement the contents as soon as possible after being approved by the Provincial People's Council.

Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung also requested relevant departments and branches to continue to collect the highest budget revenue, strictly control expenditures, and avoid waste; Urge and implement measures to disburse public investment, especially for investors and projects with low disbursement rates, striving to reach at least 95% by the end of 2024.

For the fields of culture, health, education, employment, the sectors shall, according to their assigned responsibilities, carry out the remaining tasks; At the same time, strengthen discipline and administrative discipline in accordance with the direction of the General Secretary and the Central Committee, innovate in State management according to the motto of not being rigid, but being effective, unleashing resources, creativity, promoting production development; eliminate the idea of banning if you cannot manage it. The police and military forces shall continue to strengthen the assurance of national defense and security, maintain social order and safety at the end of the year; well organize the occasion of the 80th anniversary of the founding of the Vietnam People's Army.

Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that 2025 is a particularly important year, with many important events of the country taking place, the last year of the 2021-2025 term. Advantages come with difficulties, therefore, the Departments and branches must strive and make every effort to complete the goals set for the entire term. Basically agreeing with the set goals and targets, the head of Nghe An province proposed to adjust the growth target, instead of 9-10%, the target must be set at 9.5-10.5%.
Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung also set out five key tasks for 2025. These are to review and evaluate the targets and objectives according to the Resolution of the 19th Provincial Party Congress; pay attention to low-achievement and difficult-to-achieve targets to strengthen leadership and direction for the highest implementation; focus on preparing and organizing Party Congresses at all levels in conjunction with building the 5-year socio-economic development plan for 2026 - 2030; promote the effective implementation of the action program to implement Resolution 39 of the Politburo, Resolutions of the National Assembly, and provincial planning contents;

Resolutely disburse public investment right from the beginning of the year, especially the 3 national target programs; Focus on mobilizing resources to implement key projects and works of the province such as Cua Lo deep-water port project, LNG Thermal Power Plant; Renovate Vinh International Airport. Focus on administrative reform, improve the investment and business environment in an effective manner, based on the viewpoint of accompanying, sharing, bonding and being timely, proactively removing difficulties of investors in the process of implementing projects in the area; Reorganize the organization and apparatus in the spirit of "Efficient - Compact - Strong - Effective - Effective - Efficient"; heads of Party committees, authorities, Party committee members at all levels must be exemplary, internally united in implementing the Central's policies; Firmly ensure national defense and security, order and security, carry out well the work of inspection, examination, and settlement of complaints and denunciations right from the grassroots level, and prevent hot spots from occurring during the time of organizing Party Congresses at all levels./.
