According to the Department of Construction, after review, the province currently has 11 areas expected to be included in the 2024 mineral auction plan (9 areas for landfill materials, 2 areas for construction stone). However, most of the above areas are currently overlapping with forestry planning, irrigation areas, traffic planning, power lines, southern coastal tourism planning and are not consistent with district planning, district-level land use planning, and new rural planning.

For the Southern key economic region, the total demand for filling materials for projects of all economic sectors is about 7-10 million cubic meters. Meanwhile, the reserve of filling materials from licensed mines, under-licensing mines, and mines with reclaimed land in the area is not enough to meet the construction needs of projects in the coming time.
Concluding the meeting, Mr. Tran Quoc Nam, Chairman of the Provincial People's Committee, requested relevant sectors, localities and units to learn from experience in state management and mineral planning. In the coming time, to have enough basis to include in the plan for auctioning mineral exploitation rights, sectors and localities need to review and completely resolve the overlapping planning of sectors and localities with mineral planning integrated into the provincial planning. It is necessary to adjust the planning to be consistent between the provincial planning and the sectoral planning, in which the provincial planning is taken as the basis for adjustment. Eliminate inappropriate locations that overlap forest land areas, traffic planning and other infrastructure. Mine locations that overlap with the planning need to be adjusted to be consistent and consistent with the provincial planning on the basis of determining specific boundaries and areas. It is necessary to prioritize the selection of mine locations for early auction, serving the material needs of the southern key economic region of the province as well as key national projects that will be implemented in the coming time.
