Striving to become a provincial city by 2025, Quang Yen is implementing many projects with a large area of land requiring land acquisition. This inevitably leads to a situation of petitions and complaints related to the land sector (accounting for over 80% of the total number of petitions in the whole town). To minimize the situation of petitions and complaints, the town pays special attention to doing a good job of land acquisition.

In 2020, the Bac Tien Phong Industrial Park Project was implemented in Lien Hoa commune, with an area of land to be recovered of 203 hectares, affecting 1,000 households. When the project's site clearance work was implemented, petitions and complaints from people sent to local authorities increased. During the period of 2020-2022, Lien Hoa commune received 130-150 petitions/year; there were times when people gathered in crowds and went to the commune People's Committee headquarters to put pressure and make complaints to all levels.
Mr. Hoang Van Thanh, Chairman of Lien Hoa Commune People's Committee, said: With the viewpoint that all petitions must be resolved at the grassroots level, not bypassing the authorities, the Party Committee and the commune government mobilized the entire political system to be determined to do a good job of receiving people and thoroughly resolving petitions. The commune established a working group to resolve petitions related to the project; increased propaganda, mobilization, and dissemination of information to each citizen; assigned cadres to regularly go to the grassroots level to follow up, grasp the situation, and listen to feedback from the people. The commune focused on screening petitions and petition senders to separate into groups and organize group dialogues to improve the effectiveness of dialogue and petition resolution.
With high determination in implementing activities of receiving people and handling petitions, from 2023 to now, the number of petitions in Lien Hoa has decreased sharply. In 2023, the commune received 9 petitions; in 9 months of 2024, it received 7 petitions, mainly related to inheritance disputes. There have been no incidents or incidents that have lasted for a long time and become hot spots in the area.
Ms. Tran Thi Hong (village 5, Lien Hoa commune) shared: “I have written a petition to the commune government and received very specific and enthusiastic guidance from the commune officials. The commune has reviewed and resolved the issue promptly, ensuring the rights of my family. I have great confidence in the management and administration of the local government.”
According to statistics from the People's Committee of Quang Yen Town, from 2021 to present, Quang Yen has implemented land acquisition and recovery with a very large area and number of affected households. The town has also received and resolved a large number of petitions related to compensation and land acquisition. From 2021 to 2023, the whole town had 504 petition cases, accounting for nearly 2% of the total number of households having to have their land recovered. In the first 6 months of this year, 90 cases arose, accounting for 1.69% of the total number of households having to have their land recovered.

Mr. Pham Quang Canh, Chief Inspector of the town, said: To minimize the number of petitions and complaints, the town is interested in doing a good job of project site clearance. In which, fully implementing the procedures according to legal regulations, ensuring publicity and transparency in all stages, especially the counting work, publicizing support policies, compensation plans for site clearance; organizing dialogues, propaganda, and explanations for households that still have opinions and recommendations to help people understand and agree.
For newly arising petitions, the town directs localities to coordinate to promptly resolve them right at the grassroots level, ensuring the correct implementation of procedures, objectiveness, accuracy, and protection of citizens' legitimate rights. For difficult and complicated cases, the town's leaders chair dialogues, with the active participation of the town's Fatherland Front and socio-political organizations. In addition to receiving citizens according to the prescribed schedule, in cases where there are many petitions, the town organizes extraordinary dialogues to listen to people's reflections and petitions. For issues related to policy problems, beyond the town's authority, the town gathers and submits them to competent authorities for timely and thorough resolution.
Along with that, the town regularly organizes training courses on public reception and petition handling for the town's civil servants. For localities with many projects that need to implement land acquisition and clearance, the town organizes training courses for village and ward officials to gain more knowledge and understanding of legal regulations to serve the coordination and implementation work, bringing high efficiency.
