According to regulations, the 2024 public investment capital plan will be implemented until the end of January 2025. Currently, Quang Yen Town is resolutely implementing solutions to complete the target of disbursing public investment capital in the year as planned.
In the early days of December, the construction site of the resettlement area serving projects in Quang Yen town in Phong Hai ward (phase 2) is always bustling and busy. Dozens of workers with many vehicles and machines are working overtime, focusing on the final items of the project such as making roads, paving sidewalks, planting trees to create landscapes... Both the investor, contractor, and workers are determined to speed up the progress, completing as scheduled before December 31.
“To ensure the construction project is implemented on schedule, we have taken advantage of favorable weather conditions to mobilize workers to work 3 shifts/day, the latest shift ending at midnight. With the spirit of working urgently regardless of rain or shine, since the start of phase 2 (September), the project items have been nearly completed. Currently, the project has also disbursed about 70% of the capital allocated for 2024,” said Mr. Nguyen Kim Hiep, Construction Site Commander.
It is known that in 2024, Quang Yen Town was assigned a total adjusted public investment capital of nearly 640 billion VND from the provincial budget and local budget. The capital sources were allocated for 11 completed projects and expected to be completed in the year, 12 transitional projects, and 27 newly started projects. In addition, the town has allocated nearly 179.4 billion VND to support communes and wards to invest in projects under the new rural construction program; completing the missing criteria for Hiep Hoa and Tien An communes to become wards, ensuring the criteria for Quang Yen to become a city in 2025.
To ensure the disbursement of public investment capital according to plan, most of the project works in Quang Yen town have been mobilized by contractors to the maximum extent of machinery, equipment, and human resources to speed up the construction progress. The town's functional agencies regularly inspect the site to promptly handle problems during the construction process, adjust the progress, and not delay the contract. At the same time, coordinate with the construction unit in the acceptance of completed volume, prepare payment records to disburse capital when payment conditions are sufficient.
With many solutions to overcome difficulties in investment preparation and construction organization, as of November 19, Quang Yen Town has disbursed nearly 289 billion VND, reaching 45.15% of the annual capital plan, equal to 50% of the capital plan at the beginning of the year, equal to 47.32% of the allocated capital. Of which, the provincial budget disbursement reached 51.32% of the plan.
Mr. Bui Van Tan, Director of the Quang Yen Town Construction Investment Project Management Board, said: The basic construction investment process in 2024 encountered many difficulties. Specifically, 2024 is the first year of applying the revised Land Law and Bidding Law, which has greatly affected the documents and legal procedures for project implementation. Investment preparation for projects encountered difficulties, and procedures were prolonged related to planning approval, environmental impact assessment, and fire prevention and fighting. The construction progress of some projects is still slow due to difficulties in compensation, site clearance, etc.
With only 2 months left to complete the 2024 public investment capital plan, in the following months, Quang Yen Town will focus on resolving the remaining problems in site clearance for public investment projects to hand over the site to the construction unit; continue to review projects that no longer need capital, or projects that are unable to disburse capital to report and submit to the Town People's Council to adjust the capital plan for projects that are able to disburse; prioritize payment for completed projects that have been approved for settlement.
