“What I am most concerned about is that many workers today still live in shabby, inadequate dormitories. There needs to be more drastic solutions so that workers and laborers can realize their dream of owning a home.”
That was the concern of Mr. Kha Van Tam - Chairman of Nghe An Provincial Labor Federation - when discussing with Lao Dong about current workers' issues. Perhaps that is also the concern of those working in trade unions in general.
In fact, Nghe An is also a locality that has made many efforts to support the repair and construction of houses for workers and poor laborers. During the 2018-2023 term, the Nghe An Provincial Labor Federation used funds and mobilized the implementation of the Trade Union Shelter program with 239 newly built and repaired houses with a total amount of VND 8.425 billion, and built 2 boarding houses for teachers with an amount of VND 1 billion. However, that effort is not enough. Currently, the number of social housing in Nghe An only meets over 40% of the needs of workers. The story in Nghe An is also a common story of the whole country. During the 2018-2023 term, nationwide, the Trade Union organization supported and helped more than 9,200 workers to build or repair houses with a total support amount of nearly VND 490 billion. The achievement is not small, the amount of support is also very large, but "housing" is still the concern and desire of millions of workers. With the determination to help workers and laborers have a place to "settle down", the Vietnam General Confederation of Labor and ministries and branches have advised the Prime Minister to approve the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030". Striving by 2030, the total number of apartments completed by localities is about 1,062,200 units. Of which, the period of 2021 - 2025 will complete about 428,000 units; the period of 2025 - 2030 will complete about 634,200 units. In addition, there are a series of preferential policies such as implementing the Credit Program of about 120,000 billion VND; To be more proactive, the Vietnam General Confederation of Labor has proposed to the National Assembly and relevant agencies that the Vietnam General Confederation of Labor be allowed to participate in investing in the construction of social housing for union members working in industrial parks to buy, rent, or rent-purchase. The Vietnam General Confederation of Labor shall preside over and coordinate with enterprises to invest in the construction of workers' accommodation and facilities to serve the accommodation needs of workers. This is consistent with the functions and tasks of the General Confederation of Labor, which is to care for and protect the legitimate rights and interests of workers. At the same time, to allow workers and laborers to participate in and stick with the Trade Union organization, to build the Trade Union to become stronger and stronger in accordance with the spirit of Resolution 02 of the Politburo on innovating the apparatus and activities of the Vietnam Trade Union in the new situation. From the Trade Union Shelter Program to participating in the development and promulgation of new housing policies for workers and laborers is a long journey but has also affirmed the role of the Trade Union organization in one of the biggest concerns today: That is housing for workers and laborers.
