From July 1, 2024, people can present their driving license via VNeID

On June 29, the Ministry of Public Security issued Circular 28/2024 amending and supplementing a number of articles of Circular No. 32 regulating the duties, powers, forms, contents and procedures for patrolling, controlling and handling administrative violations of road traffic by traffic police and Circular No. 24 regulating the issuance and revocation of registration and license plates of motor vehicles.

Circular 28/2024 takes effect from July 1.

Driving license integrated into electronic identification account on National Identification Application (VNeID).

One of the notable points in Circular 28/2024 is the amendment and supplement on the control of documents related to people and means of transport.

Specifically, the types of documents include: driver's license; certificate of training in road traffic law, license, certificate of driving specialized motorbikes; vehicle registration certificate or certified copy of vehicle registration certificate with original receipt of valid credit institution; inspection certificate, technical safety and environmental protection inspection stamp, certificate of validity of inspection certificate and inspection stamp; certificate of compulsory civil liability insurance of motor vehicle owners..., when integrated into VNeID, traffic police will check and control information via VNeID.

"Checking the information of documents in electronic identification cards, electronic identification accounts on VNeID, and databases is as valid as directly checking those documents," according to a circular of the Ministry of Public Security.

Circular 28/2024 of the Ministry of Public Security also stipulates that for passenger vehicles with 10 seats or more, and passenger vehicles with dimensions equivalent to passenger vehicles with 10 seats or more, traffic police must directly enter the passenger compartment to conduct inspection and notify the inspection results.

From July 1st, electronic ID will be displayed on VNeID

To link the national public service portal account and the VNeID account, people need to check whether the national public service portal account has been updated with the population database. If not, people will update the identification number according to the instructions after logging in. Finally, users just need to log in to VNeID for the system to link the account.

Citizens' VNeID accounts will be divided into two levels: 1 and 2. Level 1 is used to access and use information about electronic identities and some basic features. Level 2 is used to exploit and use electronic identities, information other than the information integrated into the shared electronic identity, integrated from the national database, specialized databases and all utilities on the application.

People can register for a level 1 identification account and will receive a response within 1 day. For level 2, people must go to the police station of the commune or ward to register and the time limit for receiving an account is no more than 3 working days.

VNeID is an application developed by the National Population Data Center (under C06 of the Ministry of Public Security) based on the database of identification, population and electronic authentication. The application was created to replace traditional documents after being integrated such as citizen identification, household registration, temporary residence, temporary absence, driver's license, vehicle registration, insurance...

The Ministry of Public Security has deployed 12 utilities on VneID with more than 1.5 million visits and daily usage of the utilities. On this application, Hanoi has deployed the issuance of Criminal Record Certificates since April 22 so that people can do it by phone, without having to go to the headquarters of public agencies.
