Video: Deputy Director of Hanoi Police recounts the journey of capturing the gunman who kidnapped a 7-year-old boy.
The Hanoi People's Procuracy has just completed the indictment to prosecute defendant Nguyen Duc Trung (born in 1992, former officer of the Traffic Police Department, Vinh Phuc Provincial Police, residing in Dong Tinh Commune, Tam Duong District, Vinh Phuc Province) for the crime of "Kidnapping for the purpose of appropriating property".
The indictment stated that around 2019, Trung borrowed money from many people for personal use. When pressured to repay the debt, Trung came up with the idea of finding people with good economic conditions to steal property and sell it to get money to pay off the debt.
On July 4, Trung rented a white Kia Morning car, then installed a fake license plate 29A-246.99 to avoid detection by the authorities. Trung bought a ZORAKI M906-TD 9mm gun (a type of gun that shoots rubber bullets) from a man he did not know to use as a weapon to fight back if discovered.
After preparing all the tools for the crime, Trung targeted the Viet Hung urban area and Vinhomes urban area in Viet Hung ward (Long Bien district, Hanoi) to steal property. However, the suspect could not find any vulnerable houses to steal property.

By the afternoon of August 14, Trung had the idea of kidnapping a child with the aim of threatening the child's family to demand ransom.
According to the indictment, Nguyen Duc Trung bought large tape, a pair of gloves, and elastic bands to tie up goods, stored them in the car, and then drove to house number D7-BT7, Viet Hung urban area, Viet Hung ward, Long Bien district.
There, Trung saw Nguyen Hoang P. (born in 2016) riding a bicycle alone. The suspect forced P. into the car and tied the 7-year-old boy's hands with a rope, placing him in the front passenger seat of the car.
After asking P. and finding out the phone number of Ms. Dao Thanh H. (P.'s mother), Trung called to threaten and demand 15 billion VND in ransom.
Ms. H.'s family prepared a total of more than 13.15 billion VND, including 6 billion VND and 300,000 USD (equivalent to more than 7 billion VND). Ms. H. asked Trung to pay the above amount to redeem P. Trung agreed.
At Trung's request, Ms. H. put the money in a black handbag, took it to the car, and drove according to Trung's instructions to the service road near Dong Van Industrial Park (Duy Tien town, Ha Nam province).
Here, Ms. H. got out of the car, carrying a bag of money on the ground. Trung took the bag of money, released P. and drove away. At that moment, the Hanoi City Police task force discovered and arrested the child kidnapper along with the evidence.
On the evening of August 16, answering VTC News, Major General Nguyen Thanh Tung, Deputy Director of Hanoi City Police, said that the Criminal Police Department of Hanoi City Police had initiated a case of kidnapping for the purpose of appropriating property, and at the same time prosecuted the defendant Nguyen Duc Trung (31 years old, residing in Dong Tinh commune, Tam Duong, Vinh Phuc) to clarify the act of kidnapping children for extortion.
According to Major General Tung, before being arrested, Trung was an officer of the Traffic Police Department of Vinh Phuc Province Police, with the rank of Senior Lieutenant. Immediately after arresting this person, the Hanoi City Police Investigation Agency sent a document to the Director of Vinh Phuc Province Police requesting to carry out procedures to strip Nguyen Duc Trung of his People's Police title according to the regulations of the Public Security sector for strict handling according to regulations.
Based on the notice and request of Hanoi City Police, the Director of Vinh Phuc Provincial Police has issued a decision to discipline the officer by stripping Nguyen Duc Trung of his title of People's Police.
