On the morning of August 20, a working delegation of the Vietnam Fatherland Front Committee of Ho Chi Minh City led by Mr. Pham Minh Tuan, Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, had a working session with the People's Committee of District 4 on preparations for the new school year 2024-2025.
At the meeting, Mr. Tat Quoc Thang, Deputy Head of the Department of Education and Training of District 4, said that at present, the local primary school enrollment work has been completed. The whole district has 1,458 first graders and 1,763 sixth graders assigned to primary and secondary schools.
In the 2024-2025 school year, District 4 needs to recruit 112 new teachers and 13 staff to serve the teaching needs of schools and affiliated units in the area.
To prepare for the new school year, the entire district has 8/14 primary schools and 2/6 secondary schools implementing a plan to rent computers to serve the teaching of Information Technology for students.
For the remaining schools, although equipped with computer rooms, the number of degraded, outdated, and unusable computers accounts for a high percentage.
Mr. Le Ngoc Phong, Principal of Dinh Bo Linh Primary School (District 4) informed that due to limited facilities, in the 2023-2024 school year, the school will arrange for 2 students to share 1 computer.
"To improve the quality of teaching IT, in the 2024-2025 school year, a computer rental plan will be implemented so that each student can use their own computer. This solution helps students have more learning conditions, but requires the cooperation and contribution of parents," said the Principal of Dinh Bo Linh Primary School.
Although appreciating the initiative and efforts of schools, Vice Chairwoman of District 4 People's Committee Do Thi Truc Mai acknowledged a series of common difficulties in the education sector such as limited facilities, lack of teacher recruitment sources, and some ministerial-level regulations that are not close to reality...
To remove difficulties for units, Mr. Pham Minh Tuan, Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, proposed that relevant departments and branches soon issue documents guiding contents such as: implementing the collection of fees at the beginning of the school year; implementing the exemption and reduction regime and supporting study costs for students; bidding for the operation of canteens and school parking lots...
In addition, in each locality, the Department of Education and Training coordinates with the Department of Internal Affairs to speed up the recruitment of teachers and arrange management staff, thereby perfecting the staff, helping schools effectively carry out their tasks for the school year.
Regarding the proposal of the Department of Education and Training on unifying the time for teacher recruitment among localities to limit the situation of fake applications and successful candidates not receiving their positions, Mr. Nguyen Manh Hung, Deputy Head of the Department of Organization and Personnel, Department of Education and Training of Ho Chi Minh City said that currently, the recruitment of preschool, primary and secondary school teachers is decentralized to the People's Committee of Thu Duc City and 21 districts. The Department of Education and Training of Ho Chi Minh City organizes recruitment at the high school level.
"The city has decentralized recruitment to localities. Therefore, the agreement on recruitment time must be based on consensus. If just one district disagrees, it cannot be implemented," said a representative of the Ho Chi Minh City Department of Education and Training.
