This morning, Phuc Tan Primary School (Hoan Kiem District, Hanoi) officially closed and allowed students to study online. The school was requisitioned as a place for people to take shelter.

However, by 10:45 a.m., only one person had come to seek temporary shelter. The main reason was that the entire Phuc Tan street leading to the school gate was deeply flooded.

Dan Tri reporters walked about 500m from Phuc Tan border gate to reach the school gate. People from inside were still moving their belongings out.

Very few families can rent a boat for transportation, most have to wade. The deepest part is up to an adult's waist.

The garbage that had been left uncollected for days was floating everywhere and deep underfoot, making wading through the water more difficult. The houses on both sides of the road actively took measures to reinforce, cover, and raise furniture. Some people stood guard at the door, using sticks to sweep the garbage along the water, which was about to flow into their houses.

The area inside Phuc Tan Primary School is about half a meter flooded. It is expected to rise even higher. However, the structure of the school is the entire ground floor used as a yard and campus. The classrooms from the second floor up are about 4 meters above the ground floor.

Therefore, the school basically preserves its facilities, desks, chairs, and books.

Classrooms were opened to accommodate the people who came to take shelter. Toilets on all floors were cleaned. Students' bedding was temporarily requisitioned.

The school security guard who has been on duty since last night said that the school has had a power outage since 8am this morning, so there will be no light or hot water for the residents. At noon, Phuc Tan ward officials will bring lunch.

"It's definitely safer here than staying indoors," said the school security guard.

About 300m from Phuc Tan Primary School is Tuoi Hoa Kindergarten, located at the end of Nguyen Tu Gian Street, Phuc Tan Ward, Hoan Kiem.

The heavy rains of the past few days, along with the rising water of the Red River, have caused the Phuc Tan "basin" area to be deeply flooded. Although the floodwaters have only reached the steps because the school is located on high ground, the water in the surrounding alleys has risen almost to the waist of an adult, forcing the school to close.

According to Dan Tri reporter this morning, the school has moved belongings to higher floors.

This morning (September 11), Tu Lien Kindergarten was still open, and all teachers and staff were still present at the school. But unlike every other day, today all teachers and staff were busy packing up their belongings to "cross the flood".

A school official said that the school was still operating as usual the previous afternoon. In just one night, this morning the floodwaters had reached the steps.

The school currently has over 500 students. This morning, all students were absent from school to ensure safety and maintain regular contact between home and school.

According to Dan Tri reporters this morning, teachers and staff are hurriedly packing up their belongings, moving machinery, equipment and teaching aids to higher floors.

Some parents, due to work conditions, sent their children to school early, before the announcement of the school closure, but returned to pick up their children this afternoon. Teachers still ensure that children without families are taken care of in dry and safe classrooms.

Tu Lien Kindergarten is located at 39 Tu Lien Street, Tay Ho District, in an area outside the Red River dike, at risk of flooding when floods occur, making travel difficult when the water rises.

After storm No. 3 made landfall, causing much damage to people and property, especially the flood situation is becoming extremely complicated, the school has taken measures to respond to the flood.

In particular, the school has reviewed and counted the families of students living in the middle of the Red River and families in dangerous areas that need to be evacuated to a safe place.

In addition to flood prevention for the school, teachers and staff are also mobilized to join local forces to support local people in flood prevention when necessary.

Rising water from the Red River has intruded into the horizontal streets of Phuc Xa, Phuc Tan, and Chuong Duong wards this morning. After Chuong Duong Do, residents of Van Kiep Street have also begun to clean up their belongings, reinforce their houses, or move. Many shops have temporarily closed.

Phuc Tan Primary School is deeply flooded, cutting off traffic.

However, according to information from the Hanoi Department of Education and Training, three schools in neighboring Chuong Duong ward, Hoa Sen Kindergarten, Chuong Duong Primary School and Chuong Duong Secondary School, still allow students to study normally.

In Thanh Tri district, there are currently 6 schools with deep water in their yards, including Yen My Primary School, Yen My Secondary School, Duyen Ha Kindergarten, Duyen Ha Primary School, Duyen Ha Secondary School, and Lien Ninh Secondary School.

In Quoc Oai area, Tuyet Nghia Kindergarten is deeply submerged in water.

In Chuong My area, 3 schools in Nam Phuong Tien commune were flooded about half a meter deep.

This afternoon, some secondary schools in Hanoi urgently notified parents whose children do not eat lunch. Accordingly, the school supports parents in letting their children take the afternoon off in the context of heavy rain and complicated flooding. In case parents still want their children to go to school in the afternoon, they need to have a transportation plan to ensure their children's safety.

Teachers are responsible for making up for missed classes the next day.

Lomonosov MV Primary, Secondary and High School has announced the cancellation of all Mid-Autumn Festival events for students. All proceeds from the event will be donated to the Red Cross to support people in flood-hit areas.
