MAXIMUM PRICE OFFERED, DO PARENTS HAVE TO PAY MORE?
Mr. NVĐ said that on September 9, 2023, his child's class held a parent-teacher meeting. Here, the homeroom teacher distributed a ballot to obtain opinions on the agreement on the collection level for 15 collection items and the agreement on the expenditure level for 14 expenditure items. The contents of the ballot cited Resolution 04/2023/NQ-HĐND of the city; Official Dispatch 4687/SGDĐT-KHTC; Official Dispatch 1931/GDĐT of the Department of Education and Training of Binh Tan District; Official Dispatch 4103/HDLS/BHXH.
"I understand that Resolution 04/2023/NQ-HDND of the city and in Official Dispatch 4687/SGDĐT-KHTC of the Department of Education and Training of Ho Chi Minh City stipulate that the fees for the 2023-2024 school year must not be higher than 15% compared to the 2022-2023 school year. And the fee in Resolution 04 is the maximum fee, depending on the actual situation of the educational institution and the needs of the students, the educational institution agrees with the parents on the specific fee but does not exceed the fee prescribed in this resolution. But at the beginning of this school year, I bought 4 sets of uniforms for my child, including 3 sets of dresses and 1 set of gym clothes, totaling 580,000 VND, on average about 145,000 VND/set. Now, asking for parents' opinions, it is 300,000 VND/set. Why is this fee more than double the price at the beginning of the year, not compared to the school year? before?".

NVĐ's parent raised the question: "Binh Tan District also has many children of workers, poor laborers, low income, many parents have lost their jobs, reduced working hours. So, why did the school use the highest fee of Resolution 04 on school uniforms (300,000 VND/set) to get parents' opinions? I request the school to publicly announce it so that parents know."
On September 27, Thanh Nien reporters were present in front of the gate of Kim Dong Primary School, Binh Tan District, and listened to the opinions of other parents. A parent whose child is in 4th grade said that in the recent parent meeting, she also checked the "disagree" box in the section on collecting 300,000 VND/set of school uniform. This parent said that at the beginning of the school year, "she bought her child a uniform that cost only about 200,000 VND. The price of 300,000 VND/set is too high."
This parent also wondered, was the price of 300,000 VND/set proposed by the school to be applied from this school year or from next year? And if this maximum fee is approved and applied from this school year, will parents be forced to pay more to make up for it?

PRINCIPAL NO EXPLANATION
Thanh Nien reporters tried to contact the parents by phone many times, leaving messages about the parents' complaints about the price of uniforms and making an appointment to meet Ms. Nguyen Thi Hong Nhung, Principal of Kim Dong Primary School, Binh Tan District, Ho Chi Minh City, for an interview, but were unsuccessful. On September 27, when reporters went to the school to meet and ask about the school uniforms, Ms. Nguyen Thi Hong Nhung said she would answer next week because she was "waiting for the district's opinion on the price".
When the reporter asked, "So why did the school set the price at 300,000 VND per uniform to get parents' opinions?", Ms. Nhung replied, "That is according to Resolution 04." However, when asked by the reporter, "Why did the school set the maximum fee and not another fee?", Ms. Nhung said she was very busy and could not answer.
Uniform prices for some schools
Thanh Nien reporters surveyed the prices of uniforms for the 2023-2024 school year at some primary schools in Ho Chi Minh City, showing that at a primary school in District 1, the price depends on the size. The price of the smallest size gym uniform is 145,000 VND/set; the largest is 185,000 VND/set. The price of the smallest size regular uniform is 248,000 VND/set; the largest size is 294,000 VND/set.

As for Bui Van Ngu Primary School, Hoc Mon District, the smallest size of gym clothes is 99,000 VND, the largest size is 131,000 VND; regular uniforms, depending on size, range from 180,000 - 250,000 VND/set.
Department of Education and Training: "Never direct maximum collection"
On September 27, talking to Thanh Nien reporters about uniform prices, a leader of the Department of Education and Training of Binh Tan District, Ho Chi Minh City, said: "The Department never directs to take the maximum price. The principal decides and is responsible for the revenue and expenditure...". "If every school charges a maximum of 300,000 VND/uniform, it will be a disaster...", this leader added.
"I have made it clear to the schools that Resolution 04 gives a maximum number, but the school does not have to take that number, but also has to get a vote from the parents, then the school's parent representative board. The parents decide how much, we calculate how much. If this investor (the person referring to the uniform sewing unit - PV) is expensive, then we will find another investor, we cannot take the maximum number. I will work with the school, see how the school proposes the uniform price. I will also send someone to attend the meeting of the school's parent representative board", said the leader of the Department of Education and Training.
Yesterday morning, October 2, Mr. Ngo Van Tuyen, Head of the Department of Education and Training of Binh Tan District, said that the school had just submitted to the Department of Education and Training of the district the price of student uniforms at 210,000 VND/set.
It is known that on October 1, there was a meeting of the parents' representative board of Kim Dong Primary School. A parent said that at the meeting, the school announced the price of 300,000 VND to get parents' opinions, and this school year, uniforms will not be sold at 300,000 VND/set.
