School board chairman accused of using fake diploma

Previously, Mr. Doan Xuan Tiep was accused by Ms. Nguyen Thi Tuyet Hong, vice president of the school board, of using an illegal diploma.

Specifically, Ms. Hong suspected that Mr. Tiep did not go to school but was awarded a university degree. Ms. Hong asked the University of Mining and Geology to verify the university diploma number 00107535, the number entered in the diploma book SD50-76 on May 4, 2010, in the name of Doan Xuan Tiep.

On June 12, 2023, the University of Mining and Geology issued document No. 455/MDC-DTDH confirming: "Mr. Doan Xuan Tiep, born on May 19, 1950, did not study at the University of Mining and Geology and is not listed in the original university diploma book of the school with the information recorded on the attached university diploma provided by the company (Hong Ngoc Fine Arts Company Limited)...".

Speaking with Tuoi Tre Online , Mr. Doan Xuan Tiep said that he and Ms. Hong are husband and wife, and affirmed that he only studied until grade 7/10, did not graduate from high school, did not go to university, and has not seen the diplomas held by Ms. Hong.

"Around 2012, 2013, Ms. Hong and I went to the Philippines to study for a master's degree. I didn't know much about the paperwork, procedures, and tuition fees. The plane tickets were all arranged by Ms. Hong. I'm 74 years old, so what can I do with my degree?", Mr. Tiep said.

According to Mr. Tiep, during the working process, Ms. Hong showed weaknesses in expertise and qualifications in financial management. According to the annual staff file review plan, Chan Thien My Company Limited sent a dispatch to the Academy of Finance requesting to check and review the granting of a bachelor's degree in business administration to Ms. Nguyen Thi Tuyet Hong.

On January 10, 2024, the Academy of Finance responded in writing No. 42 confirming that there was no diploma in business administration, number A048758, issued to Ms. Nguyen Thi Tuyet Hong in 2000.

Due to the above scandals, some officials have resigned, making students and parents very worried.

"In the 2023-2024 school year, the enrollment target was 2,700 students but only about 700 were recruited. Up to now, some students have dropped out of school, which is the saddest thing, affecting the school's image," said Mr. Tiep.

Tuoi Tre newspaper reporters have repeatedly contacted Ms. Nguyen Thi Tuyet Hong, vice president of the Kinh Bac University board, to schedule a meeting but have not received a response.

Is the school seal being seized?

According to the legal representative of Chan Thien My Company Limited, on February 26, the company issued a notice of temporary suspension of Ms. Nguyen Thi Tuyet Hong from the position of Vice President of the Board of Directors of Kinh Bac University and related activities due to violations in creating and using fake seals of Chan Thien My Company Limited, arbitrarily issuing documents that violate the regulations on organization and operation of Kinh Bac University and the provisions of law.

After that, Ms. Hong continued to appoint Ms. Dao Thi Bich Thuy to the position of Vice Principal of Kinh Bac University and Chief of Office. The head of the company said that Ms. Thuy was not qualified, had many criminal records, violated the organization's regulations and the law.

On April 10, Chan Thien My Company Limited issued a decision to dismiss Ms. Nguyen Thi Tuyet Hong from the positions of Vice President of the School Board, Member of the School Board and Head of the Finance Committee.

However, on April 25, Ms. Nguyen Thi Tuyet Hong, in her capacity as vice chairwoman of the school board, signed Decision No. 39/DHKB/QD-HDT to self-identify as chairwoman of the school board without proper authority, contrary to the provisions of the law.

On the afternoon of August 24, Mr. Doan Xuan Tiep, while checking, discovered that the school's seal had been taken out of the archives department, out of the seal storage location, and proceeded to make a record.

On the same day, the company announced that the seal of Kinh Bac University was being illegally seized, and requested Ms. Hong and Ms. Thuy to return the seal to Kinh Bac University, but to date the seal has not been returned.

On September 12, Chan Thien My Company Limited issued a decision to cancel the decisions signed by Ms. Nguyen Thi Tuyet Hong and Ms. Dao Thi Bich Thuy, issued without proper authority and contrary to the law.

Specifically, the list of cancelled decisions includes Decision No. 94 dated September 11, 2024 on dismissing Mr. Nguyen Van Hoa from the position of principal of Kinh Bac University, Decision No. 96 dated September 11, 2024 on assigning the task of general management of Kinh Bac University to Ms. Dao Thi Bich Thuy and Decision No. 1099 dated September 12, 2024 on assigning tasks to vice principals at Kinh Bac University.

According to the company's legal representative, Ms. Hong has recently obstructed and prevented the principal from performing his reporting duties as required by the Ministry of Education and Training, and directed the seizure and use of the seal of Kinh Bac University in violation of the law.

At the same time, arbitrarily suspending the school principal's operations in violation of the law and regulations.

What did the school principal say?

Speaking to Tuoi Tre Online on the morning of September 21, Mr. Nguyen Van Hoa, principal of Kinh Bac University, said that in August 2024, a representative of the school's organization - administration - management department inspected the place where the school's legal seal was stored. However, at the time of the inspection, the working group discovered that there was no legal seal of Kinh Bac University in the seal storage cabinet.

"The school's leadership currently only has Associate Professor Dr. Nguyen Van Hoa as principal because Mr. Tiep has made decisions to revoke the wrong appointment of Ms. Hong - vice president of the school board. Ms. Thuy is also not currently the vice principal or principal of the school.

The current chairman of the school board is still Mr. Doan Xuan Tiep. Previously, Ms. Hong decided to dismiss Mr. Tiep from the position of chairman of the school board, but this decision did not follow the school board's procedures, there was no dismissal meeting or vote," Mr. Hoa said.

According to Mr. Hoa, the two investors of the school, Mr. Tiep and Ms. Hong, are a married couple, but are having internal conflicts.
