TPO - Regarding the high school diploma of Mr. Vuong Tan Viet (Venerable Thich Chan Quang), up to now, the information that the universities that granted Mr. Viet a university degree and a doctorate degree received was from press reports through the document of the Ho Chi Minh City Department of Education and Training responding to the Government Committee for Religious Affairs. Therefore, the schools do not have an official legal basis to make a final decision.

Today, August 15, in response to Tien Phong newspaper , a representative of Hanoi University said that Mr. Vuong Tan Viet studied English at the University of Foreign Languages ​​(now Hanoi University) from August 1994 to December 2000, under the Distance Learning program. The university degree was awarded in early 2001. Thus, the training period of 6 years and 4 months is within the allowed time frame for the Distance Learning program.

Currently, the school no longer keeps Mr. Vuong Tan Viet's enrollment records (including his high school diploma) because according to regulations, the enrollment records must be kept until the end of the course.

A representative of Hanoi University also confirmed that after receiving official information from the authorities about Mr. Viet's supplementary high school diploma, the University will handle it according to the provisions of the law.

Specifically, according to Clause 3, Article 20 of Circular 08/2021/TT-BGDDT dated March 18, 2021 of the Ministry of Education and Training promulgating the Regulations on university training, it is stipulated that: "Students who use fake records, diplomas, and certificates as admission or graduation conditions will be forced to drop out of school; graduation diplomas, if already granted, will be revoked and canceled".

Previously, a representative of Hanoi Law University, which granted Mr. Vuong Tan Viet his second degree, university degree, and doctorate, also confirmed that the school had just received information related to Mr. Viet's high school supplementary degree from the Ho Chi Minh City Department of Education and Training through the press.

Hanoi Law University is still waiting for an official decision from the authorities to take the next steps. Because Mr. Viet's second degree and doctorate degree granted by Hanoi Law University are related to his high school supplementary degree and first degree.

On the side of the Ministry of Education and Training, responding to Tien Phong, Associate Professor, Dr. Nguyen Thu Thuy, Director of the Department of Higher Education, said that currently, public opinion is basing on the document of the Department of Education and Training of Ho Chi Minh City responding to the Government Committee for Religious Affairs to assume that Mr. Vuong Tan Viet does not have a high school diploma, or has not graduated from high school. However, the key point that needs to be clarified is whether the information on the diploma that the Department of Education and Training of Ho Chi Minh City has verified is correct information on the diploma owned by Mr. Vuong Tan Viet or not.

The Ministry of Education and Training has received information and a response from the Department of Education and Training of Ho Chi Minh City, as well as checked the files in the archives of the Ministry more than a month ago, with initial information that Mr. Vuong Tan Viet's name was not on the list of candidates for the exam and the list of candidates for the 1989 supplementary high school graduation certificate issued by the Department of Education and Training of Ho Chi Minh City.

The Ministry of Education and Training has initially verified that the suspicion about the value of this diploma is well-founded. However, the Ministry still needs to continue to coordinate with the authorities and security agencies to investigate and clarify other important information: verify whether it is indeed Mr. Vuong Tan Viet's diploma with such information or not; if the information on the above diploma does not match the information on the diploma owned by Mr. Vuong Tan Viet, it is necessary to continue to clarify through other channels.

On July 30, the Department of Education and Training of Ho Chi Minh City had a working session with the inspection team of the Government Committee for Religious Affairs - Ministry of Home Affairs. During the working session, the Department of Education and Training of Ho Chi Minh City coordinated with the inspection team to review all records including the list of candidates who graduated from supplementary high school and the list of names and scores of all candidates who took the exam on June 6, 1989.

The Department of Education and Training of Ho Chi Minh City confirmed that Mr. Vuong Tan Viet (born in 1959) was not on the list of candidates and the score sheet for the 1989 high school graduation exam.

At the same time, Mr. Viet's name was not on the list of people awarded a high school diploma for the supplementary cultural course on June 6, 1989.

Mr. Viet was also admitted to the PhD program in Religious Studies at the University of Social Sciences and Humanities, Vietnam National University, Hanoi in 2023.
