The allowance for meritorious people will increase to the highest level, up to nearly 2.8 million VND.

The Ministry of Labor, War Invalids and Social Affairs is seeking comments on the draft Decree amending and supplementing a number of articles of Decree No. 75/2021/ND-CP on regulations on allowances, subsidies and preferential regimes for people with revolutionary contributions, which has been amended and supplemented by a number of articles according to Decree No. 55/2023/ND-CP dated July 21, 2023 of the Government.

Accordingly, the expected subsidy standard level increases from VND 2,055 million to VND 2,789 million, an increase of 35.7%.

This preferential subsidy standard for meritorious people has been reported by the Government to the Politburo.

According to the Ministry of Labor, War Invalids and Social Affairs, the annual, monthly and one-time preferential allowance levels will be implemented from July 1, while the health rehabilitation allowance level will be implemented from January 1, 2025.

This is to ensure consistency among all people receiving health care, avoiding the situation where some people receive higher benefits for the last 6 months of 2024 than those receiving benefits for the first 6 months of the year.

Over the past 20 years, with 15 adjustments, the standard level of preferential allowances for meritorious people has always been of interest and adjusted higher than the basic salary of cadres, civil servants, public employees, and people's armed forces.

Most recently in 2023, the preferential allowance for meritorious people was also adjusted to increase 5.7% higher than the basic salary. The basic salary increased by 20.8% to 1.8 million VND/month, while the standard preferential allowance for meritorious people increased by 26.5% to 2.055 million VND.
