At the meeting on flood and storm recovery on the afternoon of September 14, Lao Cai provincial leaders agreed to submit to the Prime Minister a certificate of merit to two village chiefs with achievements in search and rescue and flood recovery.

In particular, he actively coordinated with the authorities to guide and support the authorities to search for missing people in Lang Nu village. Mr. Diep's actions since the historic flash flood until now have made everyone grateful. Mr. Diep said: "At about 6 o'clock on September 10, I heard a very loud explosion, the earth exploded into the sky. My brothers and I stood far away and saw mud flying hundreds of meters high, then crashing down on the houses of the residents. Because the electricity and phone signals were cut off, I directly mobilized the people to search and rescue about 10 people and took them to the emergency room, the rest were buried in mud. Reading the list and identifying each person's body, I was very saddened by the painful losses of the families." Not only did he have achievements in the recent flash flood, Mr. Diep has always been an exemplary village chief, enthusiastic, responsible for his work, for the people in the village. With the achievement of evacuating 115 households to a safe place to avoid floods, Mr. Ma Seo Chu, Head of Kho Vang village, Coc Lau commune, Bac Ha district, was also proposed by Lao Cai province to be commended by the Prime Minister.

Mr. Ma Seo Chu is an exemplary person with prestige in the community. He organized an inspection and discovered a landslide, resolutely mobilizing 115 people to evacuate to a safe place. Sharing with Thanh Nien , Mr. Ma Seo Chu said that on the morning of September 9, heavy rain continued to occur where he lived. He and a few people could not help but be impatient, so they went to check the hill above and discovered a crack about 20 cm wide that was about to collapse. He immediately returned and mobilized his wife to evacuate to a mountain about 400 - 500 m away from the residential area, setting up tents to take refuge. "Due to the power outage and signal loss, I could not contact the local authorities. At that time, I only thought about the lives of the people so I decided to evacuate without thinking much. When the authorities found us, everyone was happy. People even said they thought the whole village had been swept away by the flood," the village chief recalled. On September 11, 115 people in Kho Vang village were found by the local authorities while setting up camp on the hill to avoid floods and landslides. The village chief had planned to bring everyone to safety when the residential area could be hit by a landslide. Previously, on September 10, the Coc Lau commune authorities received information that a landslide had occurred in Kho Vang village, causing many people to go missing, and immediately tried every way to contact them but were unsuccessful. The commune police force went to the village, continued searching on foot and were overwhelmed when they saw everyone taking refuge on the mountain.
