In his opening speech, National Assembly Chairman Tran Thanh Man said the conference was held to review preparations for the 9th extraordinary session, ensure the quality and progress of the contents submitted to the National Assembly; and create the highest consensus in deciding on the contents of the session and personnel work.
According to the National Assembly Chairman, in the context that the Central and local governments are summarizing Resolution No. 18 and reorganizing the apparatus and apparatus of the Government and National Assembly agencies, they have made great efforts, worked day and night with a very high spirit and responsibility, and closely coordinated in preparing the contents.
On February 5, the National Assembly Standing Committee met to give opinions on a number of draft laws and resolutions and basically agreed with the contents reported by the drafting and reviewing agencies.
The National Assembly Chairman also reiterated the direction of General Secretary To Lam on the coordination between the Government and the National Assembly to create unity to remove bottlenecks and difficulties in socio-economic development, ensure national defense and security and build the political system.

Regarding socio-economic issues, the Prime Minister said that the review showed that the most difficult thing is growth. Achieving the growth target of 8% or more in 2025 is extremely important to achieve the growth target for the 5-year period 2021 - 2026, creating a premise for the next period 2026 - 2030... Therefore, priority must be given to removing institutional bottlenecks and unlocking resources for the country's development.
Prime Minister Pham Minh Chinh suggested continuing to thoroughly implement the principle of law-making with the spirit of maximum decentralization and delegation of power, "the level that understands best should manage". Decentralization and delegation of power must go hand in hand with resource allocation to improve enforcement capacity, strengthen supervision and inspection. In addition, administrative procedures must be drastically cut; and negativity, corruption and waste must be combated.
The Prime Minister hopes that the agencies of the National Assembly and the Government will continue to coordinate closely with each other, "having done well, then doing even better" with the spirit of putting the interests of the nation, people and people first and foremost.

Reporting at the conference, Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung said that at the 9th extraordinary session, the National Assembly will consider and pass 4 laws and 5 resolutions to serve the work of arranging and streamlining the political system apparatus and other contents under its authority.
Minister and Chairman of the Government Office Tran Van Son said that in addition to the draft laws and resolutions related to the arrangement and organization of the apparatus, there are also contents on the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more; Plan for additional investment in charter capital for the period 2024 - 2026 for the Vietnam Expressway Corporation (VEC); Pre-feasibility study report on the investment project for the Lao Cai - Hanoi - Hai Phong railway line.
