In the morning, the National Assembly discussed in groups: Draft Law on Government Organization (amended); Draft Law on Local Government Organization (amended); Draft Resolution of the National Assembly regulating the handling of a number of issues related to the reorganization of the State apparatus.
In the afternoon, the National Assembly held a plenary session in the hall. The Minister of Transport, authorized by the Prime Minister, presented the Proposal on the investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project.

After that, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly. At the discussion session, 10 National Assembly deputies expressed their opinions.
Delegates basically agreed on the necessity of amending and supplementing a number of articles of the Law on Organization of the National Assembly in order to promptly institutionalize the Party's policies in Resolution No. 18-NQ/TW, Resolution No. 27-NQ/TW, Resolution No. 56-NQ/TW, Conclusion No. 121-KL/TW of the Party Central Committee and Conclusion No. 111-KL/TW of the Politburo, meeting the requirements of streamlining the organizational apparatus, improving the effectiveness and efficiency of the operations of the National Assembly agencies and the National Assembly Office; at the same time, they agreed with many contents of the draft Law.
