According to press release No. 5, the 9th extraordinary session of the 15th National Assembly, late in the afternoon of February 17, the National Assembly met separately to listen to: Prime Minister Pham Minh Chinh present a report on the organizational structure of the Government for the 15th National Assembly term and Chairman of the National Assembly's Law Committee Hoang Thanh Tung present a report on the verification of the organizational structure of the Government for the 15th National Assembly term; Prime Minister Pham Minh Chinh present a report on the structure of the number of Government members for the 15th National Assembly term and Chairman of the National Assembly's Law Committee Hoang Thanh Tung present a report on the verification of the structure of the number of Government members for the 15th National Assembly term.

Then, the National Assembly discussed in groups: the organizational structure of the Government for the 15th National Assembly term; the structure and number of Government members for the 15th National Assembly term.

Today, February 18, the National Assembly held a separate meeting on: the organizational structure of the Government for the 15th National Assembly term; the structure of the number of Government members for the 15th National Assembly term; the organization of National Assembly agencies; the number of members of the Standing Committee of the 15th National Assembly (amended); and personnel work.

The National Assembly will discuss in groups: the draft Resolution of the National Assembly on the organization of the National Assembly agencies; the draft Resolution of the National Assembly on the number of members of the Standing Committee of the 15th National Assembly (amended); the content of personnel work; the National Assembly will listen to reports explaining and accepting the opinions of National Assembly deputies discussing in groups on 2 draft resolutions of the National Assembly (Resolution on the organization of the National Assembly agencies and Resolution of the National Assembly on the number of members of the Standing Committee of the 15th National Assembly (amended)). The National Assembly will also discuss and vote to pass the above 2 resolutions. In the afternoon, the National Assembly will hold a separate meeting on personnel work.

In the previous submission, the Government proposed that the National Assembly consider deciding on the organizational structure of the Government for the 15th National Assembly term, including 14 ministries and 3 ministerial-level agencies, reducing 5 ministries, branches and 3 agencies compared to the present.

Specifically, the Ministry of Finance was established on the basis of merging the Ministry of Planning and Investment and taking the name of the Ministry of Finance; basically inheriting the functions and tasks assigned to the two ministries. The new Ministry of Finance will also receive the functions, tasks, and organizational structure of the Vietnam Social Security; the rights, obligations, and responsibilities of the owner representative for 18 state-owned corporations and groups currently assigned to the State Capital Management Committee at Enterprises.

The Ministry of Construction was established on the basis of merging the Ministry of Construction and the Ministry of Transport; basically inheriting the functions and tasks assigned to the two ministries. The functions and tasks of state management of testing and granting of road motor vehicle driving licenses were transferred to the Ministry of Public Security.

The Ministry of Agriculture and Environment was established on the basis of merging the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment; basically inheriting the functions and tasks assigned to the two ministries and taking over the task of state management on poverty reduction from the Ministry of Labor, Invalids and Social Affairs.

The Ministry of Science and Technology was established on the basis of merging with the Ministry of Information and Communications; basically inheriting the functions and tasks assigned to the two ministries. The functions, tasks, and organization of the press and publishing management apparatus were transferred from the Ministry of Information and Communications to the Ministry of Culture, Sports and Tourism.

The Ministry of Home Affairs was established on the basis of merging with the Ministry of Labor, Invalids and Social Affairs to perform the functions and tasks of the current Ministry of Home Affairs and the state management functions of labor, wages, employment, meritorious people, occupational safety and hygiene, social insurance, and gender equality from the Ministry of Labor, Invalids and Social Affairs.

In addition, the state management function of vocational education was transferred from the Ministry of Labor, Invalids and Social Affairs to the Ministry of Education and Training. The state management function of social protection, children, and social evil prevention and control was transferred to the Ministry of Health. The state management task of drug addiction treatment and post-drug addiction treatment management was transferred to the Ministry of Public Security.

The Ministry of Ethnic Minorities and Religions was established on the basis of the current Ethnic Minorities Committee and received the functions, tasks, and organization of the state management apparatus on religion from the Ministry of Home Affairs.

In addition to the new ministries, the Government's organizational structure will maintain the ministries and ministerial-level agencies, including: Ministry of National Defense, Ministry of Public Security, Ministry of Justice, Ministry of Industry and Trade, Ministry of Culture, Sports and Tourism, Foreign Affairs, Education and Training, Health, Government Office, Government Inspectorate, State Bank of Vietnam.

Previously, on behalf of the National Assembly Standing Committee, National Assembly Chairman Tran Thanh Man also signed and issued Resolution No. 1402/NQ-UBTVQH15 of the National Assembly Standing Committee on increasing the number of deputy ministers and deputy heads of ministerial-level agencies.

Accordingly, the National Assembly Standing Committee resolved to increase the number of deputy ministers and deputy heads of ministerial-level agencies of ministries and ministerial-level agencies to meet the requirements of personnel arrangement and assignment when streamlining the state apparatus. Specifically, increase 1 deputy minister so that the total number of deputy ministers of the Ministry of Foreign Affairs is no more than 7; increase 4 deputy ministers so that the total number of deputy ministers of the Ministry of Finance is no more than 9; increase 4 deputy ministers so that the total number of deputy ministers of the Ministry of Construction is no more than 9; increase 2 deputy ministers so that the total number of deputy ministers of the Ministry of Home Affairs is no more than 7; increase 1 deputy governor so that the total number of deputy governors of the State Bank of Vietnam is no more than 6.

Also on February 18, the National Assembly held a plenary session in the hall to vote to pass the Law on Government Organization (amended) before proceeding with contents related to the apparatus and personnel.
