According to the assessment, the meeting atmosphere was lively, serious and democratic; the delegates of the Provincial People's Council promoted their sense of responsibility, had many specific and enthusiastic opinions, in the spirit of construction, objectively and comprehensively reflecting the vivid reality of the province's socio-economic life in the past 6 months. The preparation, service, information and propaganda work were carried out promptly, contributing to the success of the meeting.

The Provincial People's Council reviewed and commented on 26 reports of the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Committees of the Provincial People's Council and relevant agencies and units presented at the session; At the same time, it discussed and voted to pass 26 Resolutions directly related to people's lives and the development of the province, including 1 resolution on socio-economic development tasks; 6 resolutions on development investment and capital allocation; 5 resolutions on adjusting investment policies for projects; 5 resolutions on legal norms promulgating policies and mechanisms and 9 resolutions on other important contents.
The Provincial People's Council requests the Provincial People's Committee, all levels, sectors, localities and units, according to their assigned functions, tasks and powers, to focus on organizing and implementing urgent, drastic and synchronous solutions to ensure that the resolutions of the Provincial People's Council soon come into life and achieve high efficiency. Therein, focusing on a number of specific tasks:
Firstly, regarding the implementation of tasks in the last 6 months of 2024, in the face of favorable opportunities intertwined with many challenges that have been discussed, evaluated, and specifically analyzed by the Provincial People's Council, it is recommended that sectors, localities, and units continue to promote a sense of responsibility; strive to overcome difficulties; persistently, proactively, creatively, flexibly, and resolutely implement the set tasks and solutions; give maximum priority to promoting production and business, promoting growth, and striving to complete goals and targets at the highest level.

Continue to closely coordinate with Central Committees, Ministries and branches to develop and submit to the Government and the Prime Minister for promulgation new mechanisms and policies for the implementation of the National Assembly's Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; Focus on timely concretizing the contents according to the authority delegated by the National Assembly; Coordinate with Central agencies to complete documents to submit to competent authorities for approval of projects: expanding administrative boundaries and urban space of Vinh city; rearranging commune-level administrative units for the period 2023 - 2025; Expanding the Southeast Economic Zone; Prepare well the conditions to quickly complete and stabilize the organizational apparatus, arrange staff for administrative units after the rearrangement to put into operation immediately.
Continue to strongly improve the investment environment and attract investment; determined to maintain the position in the top 10 localities attracting the highest FDI in the country in 2024; Focus on completing procedures to implement major projects in the Southeast Economic Zone; the expansion project of Cua Lo Deepwater Port, Vinh International Airport, Quynh Lap LNG Power Project; Remove obstacles in compensation, site clearance, support, and resettlement when the State reclaims land to serve projects, especially the infrastructure investment projects of VSHIP 2, Hoang Mai 2, WHA phase 2 industrial parks, etc.

Continue to resolutely, synchronously and effectively implement tasks and solutions for collecting the State budget; Promote administrative reform, review and overcome limitations and weaknesses to improve the rankings of low-ranking component indices of PCI, PAR INDEX, PAPI, SIPAS; Continue to strictly implement administrative discipline and order, improve public ethics of officials and civil servants, especially leaders, to create stronger changes in administrative reform; Strengthen digital transformation in agencies, units, levels and sectors; Improve the effectiveness of coordination in handling work between agencies, units and localities;
Effectively connect labor supply and demand, support and introduce jobs, especially have solutions to meet the labor recruitment needs of businesses and investors in the province; Continue to improve the quality of cultural, educational and healthcare activities, ensure social security, continue to effectively implement the Program to mobilize and support the construction of houses for the poor and people with difficult housing circumstances in the province in the period of 2023 - 2025; Effectively perform State management in the fields of natural resources, environment, natural disaster prevention and response to climate change; Continue to proactively grasp the area, not to be passive or surprised in any situation; Review and thoroughly and decisively resolve the legitimate recommendations of voters, conclusions and recommendations after inspection, examination, supervision and audit of competent agencies, and question and answer sessions of the Provincial People's Council; Strengthening the orientation of public opinion, creating trust, solidarity and consensus among the people, contributing to the successful implementation of political tasks.

Second , for the group of Resolutions on investment development and capital allocation, these are very important resources that are circulated into the economy, contributing to promoting growth and solving jobs for workers. The Provincial People's Council requested the Provincial People's Committee to direct relevant levels and sectors to complete investment procedures and processes to quickly promote and absorb capital sources; Strengthen inspection and supervision of the progress of implementation of programs and projects, promptly resolve difficulties and problems, especially in site clearance to speed up the disbursement of capital sources. Attach responsibility to the heads of sectors and localities in leading and directing the disbursement of public investment capital.

Third , for projects whose investment policies have been adjusted by the Provincial People's Council at this session, the Provincial People's Committee is requested to direct investors to promptly complete investment procedures; Focus resources and human resources to speed up progress to ensure projects are completed on schedule, effectively promote resources; Regularly monitor, urge and support investors to remove difficulties and obstacles in project implementation. Particularly for the Nghe An Oncology Hospital Construction Project (Phase 2), after the resolution is issued, the Provincial People's Committee is requested to promptly submit to the Prime Minister to adjust the medium-term public investment plan in accordance with the provisions of law.

Fourthly , for the group of Resolutions on legal norms promulgating policy mechanisms and some other important contents. These are issues related to people's rights, livelihoods, cultural and social development, health care for people, etc. It is recommended that the Provincial People's Committee direct sectors and localities based on the Resolution of the Provincial People's Council to promptly provide full information and provide specific and detailed instructions to the people.
