According to the bulletin of the National Center for Hydro-Meteorological Forecasting and the Provincial Hydro-Meteorological Station, on the morning of September 5, storm No. 3 (YAGI) strengthened into a super typhoon. At 7:00 a.m. on September 6, the center of the super typhoon was at about 19.2 degrees North latitude; 112.3 degrees East longitude, in the northern sea area of ​​the North East Sea, about 160 km East Southeast of Hainan Island (China); about 600 km East Southeast of Quang Ninh. The strongest wind near the center of the super typhoon was level 16, gusting to level 17, moving westward at a speed of 15-20 km/h.

It is forecasted that from the morning of September 7, the storm will directly affect the Gulf of Tonkin, Lang Son province will be affected by the circulation of storm No. 3, from the night of September 6 to the morning of September 9, in the province there is a possibility of heavy to very heavy rain and thunderstorms from 100 mm to 300 mm/period, in some places over 400 mm/period, which can cause localized flooding and landslides, especially in areas with steep terrain.

Speaking at the meeting, the Vice Chairman of the Provincial People's Committee requested all levels and sectors to focus on implementing the tasks of responding to storm No. 3 at the highest level; continue to proactively and closely monitor the developments of storm No. 3 and the situation of rain and floods to promptly direct and deploy response work according to the "4 on-site" motto, not to be passive or surprised to ensure the safety of people's lives; immediately organize inspection teams to go to the grassroots to direct and deploy response to storm No. 3.

At the same time, relevant levels and sectors proactively review means and equipment to be ready to respond to any situation; deploy forces to inspect and review residential areas and low-lying areas at high risk of flooding, flash floods, and landslides; organize forces to guard, control, guide people, and support to ensure safety for people and vehicles through culverts and deep flooded areas; prepare necessary supplies to support people; prepare drainage plans to prevent flooding, protect production, urban areas, and densely populated areas...
