The General Secretary noted that the work that needs to be done immediately is to find solutions to completely eliminate illiteracy, especially in remote areas and ethnic minority areas; and to launch the movement of "popular digital literacy."
On the morning of November 18, in Hanoi, on the occasion of the 42nd anniversary of Vietnamese Teachers' Day (November 20, 1982 - November 20, 2024), the Ministry of Education and Training, in coordination with Hanoi National University and the University of Economics (Hanoi National University), organized a meeting with representatives of teachers and education managers; awarded the Third Class Labor Medal to the University of Economics (Hanoi National University) on the occasion of the 50th anniversary of the school's founding.
General Secretary To Lam attended and gave a speech. Attending the ceremony were Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda Department Nguyen Trong Nghia; Secretary of the Party Central Committee, Head of the Central Office Nguyen Duy Ngoc; Party Central Committee members: Deputy Prime Minister Le Thanh Long, Deputy Prime Minister, Minister of Foreign Affairs Bui Thanh Son, Vice Chairwoman of the National Assembly Nguyen Thi Thanh; former Vice President Nguyen Thi Doan, Chairwoman of the Vietnam Association for Promoting Education.
Also attending were leaders of a number of central and local ministries, departments and agencies; embassies, international organizations in Vietnam and especially teachers, education managers from educational institutions and local education departments across the country.
The quality of education is increasingly practical and effective.
At the meeting, Minister of Education and Training Nguyen Kim Son said that after nearly 40 years of innovation and especially 10 years of implementing fundamental and comprehensive innovation in education and training under the direction of Resolution No. 29-NQ/TW of the 11th Party Central Committee, the education and training sector has made strong changes and achieved many important results. The whole country has completed universal education for 5-year-old children, universal primary and secondary education.
General education has changed dramatically, shifting positively from mainly equipping knowledge to comprehensively developing the qualities, capacities and skills of learners. Schools have changed from the external form to the internal quality of education. Teachers are more proactive and creative, students are more confident and proactive, teaching and assessment methods have been fundamentally innovated. The quality of key education is increasingly improved. Continuing education has developed diversely in content and form. Emulation movements in learning, encouraging learning, encouraging talents, and building a learning society have been implemented with attention. Higher education continues to innovate. Strengthening autonomy and international integration have created new momentum, creating strong changes in the quality and efficiency of human resource training and scientific research. The number of people studying at the undergraduate and postgraduate levels has increased. The number of highly qualified lecturers has grown in quantity and quality, approaching international standards.
Currently, 241 universities in Vietnam have experts and training organizations for most of the professions listed in the world's professions list, including the newest ones. The number of training programs that are accredited and published internationally has increased sharply, and a number of higher education institutions and training groups are highly ranked in the region and the world. Teaching and learning methods, testing, and assessment of educational quality have been innovated in a modern direction, becoming more and more practical and effective. Teaching facilities and equipment have been improved, initially meeting the requirements of educational innovation.
Our country's general education ranks 53rd in the world. For many consecutive years, Vietnam has been in the Top 10 countries with the highest achievements in international Olympic competitions for high school students, with some subjects ranked in the top 3 or 5 countries in the world. Vietnamese post-secondary students continue to study at universities abroad with ease and are well-regarded by universities around the world. The country currently has nearly 7 million university graduates, 24 million people studying at different levels, degrees, and types at over 52,000 educational institutions nationwide. Innovation in higher education associated with increased autonomy has been implemented, training is more closely linked to labor market needs; scientific research and technology transfer have been promoted. International scientific publications have increased sharply, with more and more universities and training groups ranking highly in the region and the world.
Realizing the goal of completing the cause of educational innovation
Speaking at the meeting, General Secretary To Lam warmly congratulated and commended the achievements in education and training innovation in recent times of the entire education sector, teachers and education managers. At the same time, he sent his sincere and deep thanks and best wishes to generations of teachers across the country on the occasion of Vietnamese Teachers' Day, November 20.
The world is in a period of epochal change, promoting educational innovation to become a global trend and Vietnam cannot stand outside that trend. To complete the strategic goals of the 100th anniversary of the Party's founding, the 100th anniversary of the country's founding, bringing the country firmly into the era of rising up, the era of prosperity, standing shoulder to shoulder with the world powers, high-quality human resources continue to be identified by the 10th Central Conference of the 13th tenure as a strategic breakthrough; educational innovation is the task and strategic solution of the 14th Congress.
The General Secretary suggested that the highest goal that must be focused on now is "completing the cause of education and training innovation, completing the goal of creating human resources for national construction and defense in the era of national development during the 14th Party Congress term."
Regarding the basis for setting the target, the General Secretary pointed out that completing the cause of education and training innovation from now until the end of the 14th Party Congress is a difficult and challenging task, but the lessons that are still valuable from the popular education movement have reinforced the firm belief that we will succeed when we have clear goals, smart policies and creative approaches. The Central Propaganda Department in coordination with the Ministry of Education and Training will soon thoroughly study the popular education movement, based on current lessons and practices, and propose this issue to the Politburo. The top priority in realizing that goal is to focus on building socialist people. In particular, it is necessary to focus on educating personality, ethics, lifestyle, legal knowledge and civic awareness.
Focus on the fundamental values of culture, traditions and national ethics, the quintessence of human culture, the core and humanistic values of Marxism-Leninism, Ho Chi Minh thought, the Party's platform and guidelines. At the same time, pay attention to teaching the languages and scripts of ethnic minorities; teaching Vietnamese and spreading national culture to overseas Vietnamese.
Regarding measures and methods to implement the goals, the General Secretary suggested closely following the viewpoints and goals of national development to determine the needs and training content, based on orders from each agency, unit, organization, and enterprise using labor with the school. At the same time, closely combine teaching and scientific research in university and postgraduate education, in which teachers are also scientists in the major they are teaching. Along with that, strongly innovate educational content and teaching methods in the direction of streamlining, modernizing, and practicality, increasing knowledge, skills, and qualities of learners, increasing practice, and applying knowledge into practice; focus on practical learning, and combat the disease of achievement. Strongly shift university education from equipping knowledge as the main goal to teaching skills, teaching how to learn, and how to think; strive to increase the ranking of Vietnamese education on the regional and international education map.
The General Secretary noted a number of tasks that need to be done immediately, including finding solutions to completely eliminate illiteracy, especially in remote areas and ethnic minority areas; launching a movement to "popularize digital literacy." In reality, a large proportion of people, including officials in state agencies, do not yet have a firm grasp of digital transformation; meanwhile, the Politburo has discussed and decided to issue a Resolution on national digital transformation.
To successfully implement this Resolution, the General Secretary requested to quickly disseminate basic knowledge about digital transformation to all people, which is an urgent issue. At the same time, relevant parties should focus on reviewing and thoroughly resolving the shortage of schools and classrooms in some large cities, industrial parks, densely populated areas, and mountainous areas; solidifying schools and classrooms, along with ensuring accommodation for teachers in remote areas, and ethnic minority areas. Agencies and localities need to ensure that the state budget for education accounts for at least 20% of the total state budget expenditure in accordance with the Resolution set forth by the Party. There should be mechanisms and preferential policies to attract non-state resources to invest in education and training development. At the same time, it is necessary to rely on the people, mobilize the people's strength, and organize people to do education together at the lowest cost and with maximum efficiency.
The General Secretary suggested focusing on building a team of teachers and educational managers with virtue and talent, who are passionate, enthusiastic, skilled, knowledgeable, capable of imparting knowledge, eager to learn, innovative, and truly role models for students to learn from and follow; sufficient in number and consistent in structure.
The General Secretary noted that we are standing at the door of history to realize the wish of the great President Ho Chi Minh, and we can only successfully realize it when we successfully complete the task of reforming education and training. This glorious responsibility requires great efforts, strong breakthroughs, and the united efforts of the entire Party, people, and army, first and foremost, the team of teachers and education managers under the leadership of the Party.
The General Secretary believes that with a country and a nation with a tradition of studiousness and respect for talents; a team of dedicated teachers who love their jobs, are willing to sacrifice and are committed to their profession; and the decisive and synchronous participation of the entire political system, the entire education sector will overcome all difficulties, overcome all challenges, and successfully carry out the reform of education and training.
On this occasion, General Secretary To Lam awarded the Third Class Labor Medal to the University of Economics (Vietnam National University, Hanoi) for its contributions in training, scientific research and technology transfer, contributing to building socialism and defending the Fatherland./.
