According to calculations by Vietnam Electricity Group (EVN), in the last months of 2024, the power system will be basically guaranteed, with forecasted electricity production and import output equivalent to the approved plan.
Ensure stable operation of the power system
EVN's report shows that the water level of hydropower reservoirs at the end of June 2024 corresponds to an electricity output of approximately 6.6 billion kWh, 1.4 billion kWh higher than the annual plan (of which the output of hydropower reservoirs in the North is approximately 4.93 billion kWh, 1.04 billion kWh higher than the annual plan), meeting the goal of maintaining high water levels to ensure electricity supply until the end of the dry season.
Coal-fired thermal power plants are still in good condition, with no units unavailable due to lack of coal. Coal supply for production is guaranteed. For gas-fired thermal power plants, units are mobilized to ensure source availability, meet load demand and grid mode as well as operating requirements of the gas supply system.
At the same time, renewable energy sources are still mobilized according to the announcement and expected generation capacity according to the plant's primary energy, taking into account the transmission constraints of the grid and the absorption capacity of the system.
However, in July 2024, if the North experiences prolonged extreme heat and if coal-fired thermal power plants fail/reduce capacity, the Northern power system may face difficulties. Similarly, in the South, the power system may face difficulties if domestic gas sources decline sharply and gas fields stop operating for maintenance and repair.
To ensure electricity supply for the national power system, especially in the Northern region in the remaining months of 2024, the Electricity Regulatory Authority has proposed 4 groups of solutions.
Specifically, regarding the operation of the power system and the electricity market, we will continue to direct units to establish methods and operate the power system and the electricity market optimally; develop power supply scenarios, regularly assess the availability of power plants and monitor and update factors related to power production, load demand, and hydrological developments to proactively establish and adjust power system operation plans with the goal of ensuring adequate power supply in all situations.
In addition, the authorities also directed the National Power System Control Center (A0) to continue to closely monitor meteorological and hydrological developments, fuel situation, generator availability and load growth to promptly update and adjust appropriate operating methods. Ensure stable, safe and reliable operation of the power system; be ready and promptly implement measures to ensure power supply.
“Increase monitoring of hydrological conditions and signs of water returning to each reservoir, calculate and update daily operating methods to effectively use water resources, while ensuring no reduction in available capacity of hydropower plants to meet load demand,” said a representative of the Electricity Regulatory Authority.
In addition, the authorities also require Power Generation Corporations and power generation units to focus on monitoring coal supply, preparing fuel reserve plans for power production and maintaining inventory levels according to regulations. Continue to coordinate effectively with Vietnam National Coal and Mineral Industries Group, Dong Bac Corporation and PVN/PVGas to ensure sufficient fuel (coal, gas) for power production according to system needs; strictly implement technical management, inspection and review of procedures and regulations in operation and maintenance to ensure quality and progress of maintenance and repair work, and troubleshooting.
For hydropower plants, optimize water resources and closely monitor and forecast hydrological situations to have plans to store water early in the late flood season to ensure the goal of storing water to normal water levels by the end of 2024, serving power generation needs, ensuring electricity supply for the dry season of 2025.
Ensuring the progress of power sources
Regarding construction investment, the authorities have also resolutely implemented and ensured the progress of investment in construction of key power source and grid projects such as the Hoa Binh Hydropower Plant expansion project (power generation target in 2025), Ialy expansion project (power generation target in 2024), 500 kV Line 3 projects (from Quang Trach to Pho Noi), power grid projects to release renewable energy sources, small hydropower, and purchase electricity from Laos (Dak Ooc shunting station and Nam Su-Nong Cong 220 kV Line, targeted to be completed in the third quarter of 2024; Moonson-Thanh My 500 kV Line, targeted to be completed in the fourth quarter of 2024) ... focusing on implementing construction investment and making efforts to complete the 500 kV Line 3 from Quang Trach to Pho Noi in accordance with the Prime Minister's direction.
In particular, the Electricity Regulatory Authority has requested units to implement measures to propagate electricity saving for each group of electricity customers, such as: Production customers; households; customers who are administrative units; public lighting systems, advertising and decorative lights; service business customers, high-rise buildings, supermarkets, commercial centers; student customers...
In addition, relevant units need to urgently negotiate prices with transitional projects; negotiate and sign power purchase contracts with projects that have reached the grid connection period according to the provisions of law.
According to the report of the Ministry of Industry and Trade, the total electricity production and import output of the whole system in the past 6 months is estimated at 151.69 billion kWh, 776 million kWh higher than the updated annual electricity supply plan in Decision No. 924/QD-BCT dated April 19, 2024 of the Ministry of Industry and Trade. The average electricity production and import output in the first half of 2024 is 833.5 million kWh/day, an increase of 11.3% over the same period in 2023.
Also according to Decision No. 924/QD-BCT, the total electricity production of power plants (at the generator terminal) and imported nationwide in 2024 is 306.259 billion kWh, which has been adjusted to increase to 310.6 billion kWh, of which the dry season is 150.916 billion kWh and the rainy season is 159.684 billion kWh.
Thus, up to this point, the system operation and power mobilization have been well maintained, ensuring sufficient electricity supply for business production activities and people's daily lives across the country, especially in the dry season of 2024.
