On the morning of January 24, the Provincial Steering Committee 389/DP held a conference to summarize 2023 and deploy tasks for 2024 in the fight against smuggling, trade fraud and counterfeit goods. Comrade Nguyen Bich Ngoc, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 389/DP chaired.
In 2023, the situation of smuggling and illegal transportation of goods across the border was relatively tightly controlled, somewhat limiting smuggling activities and illegal transportation of goods across the border, with no prominent and complicated incidents. However, the situation of illegal transportation of goods across the border still has many potential complications. Goods illegally transported across the border mainly include: rare wild animals, livestock, poultry , firecrackers, frozen foods, modern medicines, cigarettes, tobacco ingredients... Illegal trading and transportation of prohibited goods such as firecrackers of all kinds decreased significantly compared to previous years, with authorities seizing 562.3 kg of firecrackers.
Commercial fraud activities still occur in many areas, the authorities have detected and handled 546 violations (a decrease of 12 cases, equal to 97.8% compared to 2022). The production and trading of counterfeit goods and goods violating intellectual property rights in the province is not complicated, counterfeit goods and goods violating intellectual property rights in the area mainly exist in the circulation stage, are produced and transported from other localities for consumption, during the year, 4 violations of counterfeit trademarks were detected and handled; fines of 11.5 million VND, the value of the violated goods is 7.4 million VND. Import and export activities of goods through border gates are more favorable than in previous years.
The functional forces have increased coordination in inspecting and controlling prices and services, stabilizing the market, and combating speculation, hoarding, and excessive price increases... Focusing on inspecting and strictly handling violations of speculation, hoarding, and selling at unreasonable prices, especially at gasoline retail stores. The Market Management Force inspected and handled 88 violations of not posting prices, imposing a fine of 69.5 million VND.
The functional forces inspected and detected 798 cases/760 violators (a decrease of 187 cases, equal to 81% compared to 2022), of which 42 cases/68 violators were criminally prosecuted (a decrease of 317 cases, equal to 12% compared to 2022); 707 administrative cases were handled (an increase of 113 cases, equal to 119% compared to 2022). The total amount of administrative violation handling paid to the State budget was 18 billion 604.51 million VND (an increase of 5 billion 642.3 million VND, equal to 143.5% compared to 2022).
In 2024, the sectors, functional forces, members of the Provincial Steering Committee 389/DP and districts and cities will strengthen the fight against smuggling, trade fraud and counterfeit goods on the border and inland areas. Direct the inspection and timely handling of acts of taking advantage of market fluctuations to speculate and unreasonably increase prices, focusing on a number of goods and fields such as: gasoline, tobacco materials, fertilizers, agricultural supplies, livestock, poultry and livestock and poultry products, pharmaceuticals, functional foods, cosmetics, etc. Continue to effectively implement the peak plan against smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year of Giap Thin 2024.
Regularly change inspection and control methods, focusing on e-commerce business activities. Promote information exchange, coordination and cooperation between functional forces, between localities in the province and neighboring provinces; fight with focus, ensure timeliness and effectiveness. Strengthen propaganda and mobilization to raise awareness of the masses to participate in the fight against smuggling, trade fraud and counterfeit goods; at the same time, denounce smuggling crimes, illegal business activities and negative behaviors in the performance of duties of functional forces.
At the conference, delegates discussed the situation and solutions to improve the effectiveness of the fight against smuggling, illegal transportation of goods, and crime, especially in border areas.
Concluding the conference, Vice Chairman of the Provincial People's Committee Nguyen Bich Ngoc emphasized: In 2024, the work of combating smuggling, trade fraud and counterfeit goods is forecasted to be more difficult, the sectors and functional forces need to focus on work plans, with focus, key points and locations through the monitoring process, there are still many shortcomings, limitations and outstanding issues. Continue to effectively implement topics and plans; develop detailed and specific plans for timely deployment, especially in border districts. In combating smuggling, trade fraud and counterfeit goods, considering prevention as the main task, the sectors proactively advise and propose solutions to overcome loopholes for effective combat. The authorities have solutions to remove obstacles for enterprises investing in raw material areas.
