On the afternoon of January 8, the Provincial Steering Committee 389 held an online conference to review the work of combating smuggling, trade fraud and counterfeit goods in 2024 and deploy tasks for 2025. Comrade Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 389, chaired the conference.
Closely following the directions of the Government, the National Steering Committee 389, the Provincial Party Committee, and the Provincial People's Committee on the fight against smuggling, trade fraud, and counterfeit goods, in 2024, the Provincial Steering Committee 389 has specified the responsibilities of each sector, each locality, and each management field; at the same time, implementing professional measures, grasping the situation, identifying key areas and subjects to proactively develop specialized plans, patrol and control, establish specialized projects to organize the fight, hit complex networks, gangs, and handle violations.
In 2024, the functional forces under the Steering Committee 389 of Quang Ninh province detected, arrested, and handled 3,587 cases of smuggling, trade fraud, and counterfeit goods; the value of infringing goods was 34.63 billion VND, an increase of 19% in the number of cases and 57% in the value. 3,522 administrative violations were handled, an increase of 4% in the number of cases handled; fines of over 385 billion VND were imposed. The Provincial People's Procuracy and the Provincial People's Court prosecuted and tried 49 cases with 164 defendants, an increase of 25.6% in the number of cases and 141% in the number of defendants.
Speaking at the conference, Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 389, acknowledged and commended the achievements of member sectors, localities, and units in the province in the fight against smuggling, trade fraud, and counterfeit goods in 2024. At the same time, he requested members of the Provincial Steering Committee 389 to continue to effectively carry out propaganda and dissemination of policies and laws; organize forces and means to ensure synchronous and effective implementation of plans and schemes for inspection, examination, and market control; combat smuggling, trade fraud, production and trading of counterfeit and poor-quality goods in 2025.
Implementing the tasks in 2025, localities and functional forces continue to strictly implement the direction of the Government, the National Steering Committee 389, the Provincial Party Committee, the People's Council and the Provincial People's Committee on the fight against smuggling, trade fraud and counterfeit goods in the province. Proactively develop and effectively implement the Plan for the fight against smuggling, trade fraud and counterfeit goods in 2025, ensuring that it is commensurate with the situation, associated with the responsibilities of the heads and heads of units. Pay attention to directing the implementation of information collection, grasping the situation of the area and key subjects; forecasting, warning, and preventing early and remotely illegal trading and business activities. Improve the quality of coordination between functional forces, strengthen the exchange and sharing of information on the situation, methods and new tricks of violators; Proactively coordinate patrols and controls to arrest and handle subjects right from the land and sea border areas. Develop and implement a specialized plan to combat smuggling, trade fraud, and counterfeit goods in the field of e-commerce and digital platform business.
At the conference, the Provincial People's Committee awarded Certificates of Merit to collectives and individuals with outstanding achievements in the fight against smuggling, trade fraud and counterfeit goods in 2024.
