According to the report at the conference, in the first 6 months of 2024, closely following the direction of the superiors, along with analyzing, predicting, and accurately grasping the situation and market developments, the Provincial Steering Committee 389 proactively and promptly deployed assigned tasks, simultaneously launched, strengthened coordination from the provincial level to the district, town, and city levels; along with the participation of the political system and the participation of the people, it has created changes in the implementation of the task of combating smuggling, trade fraud, and counterfeit goods.

Along with that, the awareness of organizations and individuals participating in commercial activities has been raised, contributing to significantly limiting smuggling, trade fraud and counterfeit goods in production and business, creating a healthy business environment for enterprises to develop.
In 6 months, the authorities inspected, controlled, detected, arrested, and handled 1,690 cases of crime, of which 249 cases were transferred to criminal prosecution and 1,441 cases were handled for administrative violations, with a total fine of VND 84.49 billion.

In particular, the work of combating smuggling and prohibited goods has handled 346 cases, of which 244 cases were transferred for prosecution, 102 cases were handled for administrative violations, and administrative fines of 764 million VND were imposed. The violated goods include: 33,500.18 grams of heroin; 67,508 synthetic drug pills; 819.21 grams of synthetic drugs; 2,942.446 grams of crystal meth; 7,979.71 kg of ketamine; 6 kg of explosives; 847.3 kg of firecrackers; 600 kg of fireworks; 100 detonators; 1 military gun; 100 military bullets; 49 mobile phones; 11.896m3 of various types of wood; 4,346 kg of wood (roots, stems, branches, twigs); 11,200 packs of cigarettes, 140 sets of children's toys;...
In the first 6 months of 2024, border trade activities between Vietnam and Laos and Thanh Hoa and Hua Phan provinces gradually stabilized and developed again. The authorities of both provinces made efforts to create favorable conditions for businesses to import and export goods across the border; contributing to promoting the development of economic and trade cooperation between the two countries.

In addition, effectively implementing the policies and guidelines of the two Parties, two States, and two provinces on promoting trade of goods and trade of residents on both sides of the border, the functional forces have coordinated with local authorities to well implement agreements and regulations on trade activities in the border area, preventing political insecurity, social order and safety and congestion of goods at the border gate area; creating conditions for promoting trade connections, increasing trade turnover between the two countries in general, and border trade activities between the two provinces of Thanh Hoa - Hua Phan in particular.
From the beginning of the year to May 31, the total import-export turnover with Laos reached 20,193,026 USD. Of which, export turnover reached 11,224,675 USD (up 4.93% over the same period in 2023); import turnover reached 8,968,351 USD (up 210% over the same period in 2023). From January 1, 2024 to June 14, 2024, the Department of Transport has issued 742 Vietnam - Laos transit permits for cars from Thanh Hoa to Hua Phan and other provinces of Laos; and issued 7 Vietnam - Cambodia transit permits.

Also in the past time, traffic infrastructure, socio-economic development, border trade in 16 communes of 5 border districts of the province continued to receive investment attention. The Steering Committee for Border Trade Activities needs to maintain the implementation of the agreement on border regulations and the agreements signed between Thanh Hoa and Hua Phan provinces.
