Ethnic minorities in Thua Thien Hue province mainly reside in the two mountainous districts of Nam Dong and A Luoi. In the period of 2021 - 2025, Thua Thien Hue will implement 3 national target programs: New rural construction (NTM), Sustainable poverty reduction and Socio-economic development in ethnic minority and mountainous areas (Program 1719).
After nearly 4 years of implementation, investment resources from 3 National Target Programs have positively impacted the lives of each ethnic minority household in the area. Many ethnic minority households in Thua Thien Hue have boldly transformed their crop structure and changed their mindset of commodity production. Thanks to that, the number of poor households in ethnic minority areas in Thua Thien Hue has continuously decreased, and the number of households stabilizing their lives and striving to become rich is increasing day by day.
To effectively implement the national target programs, the locality has been proactive and actively following the instructions of the superiors. At the same time, research has proposed plans and implementation methods suitable to the local socio-economic conditions as well as the culture and traditions of ethnic minorities. Thanks to that, many livelihood models have been effective, helping to reduce the rate of poor households in the locality; infrastructure serving production and life in Nam Dong has been gradually improved.

Mr. Le Thanh Ban, village 4, Quang Nham commune, A Luoi district said: The capital from the National Target Program 1719 has supported my family with 2 yellow cows that are ready to reproduce. Currently, the pair of cows are healthy and growing well. Hopefully, this pair of cows will reproduce, develop, and bring income to the family. In addition, the National Target Program 1719 also supported his family with 60 million VND to build a 3-storey house.
A Luoi is a border district with over 80% of the population being ethnic minorities. In the period 2021 - 2025, the total resources to implement the 3 National Target Programs in A Luoi are more than 846 billion VND.
The district has focused on mobilizing resources and integrating 3 Programs to effectively implement sustainable poverty reduction, invest in infrastructure to serve production and gradually improve people's lives.
By the end of 2023, A Luoi district had 920 poor households supported to build new houses. In addition, the National Target Program 1719 has supported livelihoods (giving breeding cows, breeding pigs and many types of seedlings) for more than 2,000 ethnic minority households to develop their household economy. Investment resources from national target programs have sharply reduced the poverty rate in A Luoi over the years, in 2021 it was 49.89%; in 2022 it was 38.20% and by the end of 2023, the poverty rate in A Luoi was only 24.30%.
In Thuong Long commune, one of the localities with a high poverty rate in Nam Dong district, from 2022 to present, capital from the National Target Program 1719 has supported the construction of 52 new houses. In addition, 20 Co Tu ethnic households have received livelihood support (breeding cows). Along with that, the ethnic people have also participated in training courses and instructions on livestock and crop farming techniques to develop the economy safely and sustainably.
Ms. Ngoc Thi Dao's family in Thuong Long commune used to raise pigs in cages, with limited knowledge of raising and preventing diseases, resulting in low productivity. When the National Target Program 1719 was implemented, Ms. Dao was trained in raising techniques and supported with interest rates to expand production. Thanks to that, the scale and efficiency of raising pigs have been increased. Up to now, her family has a closed pig farm, earning more than 100 million VND per year.
Ms. Dao shared: “With support in capital, breeds and technical training, my family has favorable conditions and more knowledge in animal husbandry; from there, we have the opportunity to expand production, increase income, strive to eliminate hunger, reduce poverty and get rich.”
The models of supporting the provision of breeding cows, goats and many types of crops have been effective and provided stable income. The lives of many ethnic minority households in Thua Thien Hue have been significantly improved, opening up opportunities for sustainable poverty reduction.
