This afternoon, December 12, Prime Minister Pham Minh Chinh chaired an online conference to announce and implement the Government's resolution on policies and directions to remove obstacles and difficulties for renewable energy projects. By the end of 2023, the total capacity of renewable energy sources (wind power, solar power) in the national power system will be 21,664 MW, accounting for about 27%; the cumulative annual electricity output of power sources (wind, ground-mounted solar, rooftop solar) will be about 27,317 million kWh, accounting for nearly 13% of the power system.

Along with the positive results achieved in the implementation of renewable energy projects in recent times, there are still many renewable energy projects that are suspended, behind schedule, and slow to be put into operation. The reason is that the legal system is not yet complete, the implementation of renewable energy projects has new points, complicated issues, and there are situations where practice is ahead of legal documents.

The development of solar and wind power is progressing rapidly and positively, but there are also difficulties, obstacles, and violations. The violations have been concluded by the Government Inspectorate, and it is necessary to seriously handle specific responsibilities for related individuals.

However, the delay in putting projects into operation will cause a huge waste of social resources, not taking advantage of available power sources to compensate, ensure power supply, meet growth needs, the consequences can cause the risk of collapse, insolvency, inability to repay bank loans, leading to bankruptcy, businesses and people losing money, affecting the investment and business environment.

At the conference, sectors, localities and businesses proposed many difficulties and problems related to the implementation of renewable energy projects.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized: On December 7, 2024, the Government held a meeting to vote on a resolution on policies and directions to remove obstacles and difficulties for renewable energy projects. Require ministries, branches and localities to be determined to remove difficulties for businesses and investors to ensure compliance with the current situation, contributing to achieving the economic growth target in 2025 of at least 8%. In which, focusing on 6 groups of solutions: allowing additional planning for implementation in cases where the project does not violate regulations related to security, defense, planning of key national works and projects.

For projects with violations of procedures and processes related to land and construction, they are allowed to be completed according to the provisions of law.

Quang Tri proposes to resolve difficulties to soon put 11 projects into operation

Speaking at the conference, Acting Chairman of the Provincial People's Committee Ha Sy Dong said that in the province, there were 20 wind power projects with a total capacity of 742.2 MW, 3 solar power projects with a total capacity of 119.6 MW, 11 hydropower projects with a total capacity of 167.5 MW and 112.7 MW of rooftop solar power systems (equivalent to about 90.2 MW) that had been put into commercial operation. The total capacity in commercial operation up to this point is 1,119.5 MW.

There are currently 11 wind power projects with a total capacity of 424 MW and 7 small hydropower projects with a total capacity of 93 MW under investment, of which the Huong Linh 4 Wind Power Plant Project has completed the installation work but has not been permitted by the competent authority to carry out the process of testing and supervising the test connection to the national grid to be officially operated in the national power system. Some projects are stuck in the process of extending the connection agreement and specialized agreements with the electricity industry, leading to slow implementation progress and wasting social resources. Therefore, it is recommended that the Prime Minister consider and direct relevant ministries and branches to resolve the problems.

In addition, the plan to implement the Power Plan VIII in Quang Tri province has not yet been approved. Therefore, it is recommended that the Prime Minister consider and issue it soon so that the province has a basis to implement the next steps. In addition, it is recommended that the Government consider and supplement Quang Tri province with about 1,500 - 2,000 MW of onshore wind power capacity.

For projects that violate planning on minerals, irrigation, national defense, etc., an assessment of the socio-economic efficiency between planning and project implementation will be conducted. From there, overlapping planning will be adjusted accordingly or both renewable energy projects and related planning will be integrated and implemented simultaneously (dual-use planning).

For projects that are enjoying FIT prices but have violated the conclusion of competent authorities due to not fully meeting the conditions, they will not enjoy preferential FIT prices. The project will have its electricity purchase and sale price re-determined according to regulations; the preferential FIT prices that have been enjoyed incorrectly will be recovered through offset payments for electricity purchases.

For rooftop solar power projects built on agricultural and forestry land with large capacity under the model of investing in aquaculture farms where the land is not suitable for farming, investors are required to comply with regulations, including fully implementing construction procedures, investing in aquaculture farms combined with implementing renewable energy power projects according to the provisions of law. Immediately fulfill financial obligations to the State according to regulations.

In case the competent authority determines that the land is used for farming, the preferential FIT price will not be enjoyed, but the electricity purchase price must be re-determined according to regulations. The preferential FIT prices that have been enjoyed incorrectly will be recovered through offset payments for electricity purchases. The project must also fully implement the registered farming activities.

In some cases such as projects enjoying FIT prices that violate regulations and rooftop solar power projects built on agricultural and forestry land, competent authorities shall issue regulations on electricity purchase and sale when competent authorities determine that the project's preferential FIT price is revoked as a basis for offsetting payment for electricity purchases.

The Prime Minister requested that the removal of difficulties and obstacles for renewable energy projects must be public and transparent, without causing difficulties, inconveniences, or harassment, and without corruption or negativity in the handling process. The Government has issued a policy to remove obstacles, and localities must work together with businesses to implement it.
