On the morning of December 26, the Ministry of Labor, War Invalids and Social Affairs held a conference to evaluate the results of the implementation of tasks in 2023; directions and key tasks in 2024 in the fields of labor, meritorious people and society.

At the conference, Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung assessed that 2023 is a pivotal year, of great significance in implementing the Resolutions of the 13th National Party Congress, the Resolution of the National Assembly on the 5-year Socio-Economic Development Plan 2021-2025, creating momentum for the following years to successfully implement the set goals.

Under the leadership of the Party, the National Assembly, the Government, with the determination of cadres, civil servants, and workers in the entire sector and the close coordination of all levels, sectors, and localities, the Ministry of Labor, Invalids, and Social Affairs has organized the synchronous, flexible, and effective implementation of tasks and solutions in the fields of labor, meritorious people, and society; promptly handled and responded to policies; while performing regular tasks, it has also focused on handling backlogs and newly arising issues.

Along with the recovery and development of economic sectors and fields, the labor market continues to recover, the labor force, the number of employed people and workers' income all increase compared to 2022.

Workers' income is stable and increases compared to the same period in 2022 (in the third quarter of 2023, the average monthly income of workers reached 7.9 million VND, an increase of 7.9% compared to 2022).

It is estimated that by 2023, the rate of trained workers will reach 68%, of which the rate of trained workers with degrees and certificates will reach 27-27.5%; the unemployment rate in urban areas will be about 2.76%, achieving the target.

The connection between labor supply and demand has been strengthened and for the first time a nationwide online job exchange platform has been piloted, thereby providing timely support for workers looking for jobs.

The activity of sending workers to work abroad has recovered positively, higher than before the COVID-19 pandemic, with about 155,000 people, reaching 129% of the annual plan, up 8.55% compared to 2022, reaching the highest level ever.

Preferential policies for people with revolutionary contributions, social assistance, social insurance, unemployment insurance, poverty reduction, care for the elderly and children in special circumstances are fully and promptly implemented, contributing to improving people's lives and ensuring social security.

In 2023, the Ministry completed the dossier of the Law on Social Insurance (amended) to submit to the National Assembly for comments at the 6th session; submitted the dossier proposing the development of the Law on Employment (amended) for the Government to submit to the National Assembly for inclusion in the 2024 Law and Ordinance Development Program; submitted to the Government for promulgation of 06 decrees and 01 resolution; submitted to the Prime Minister for promulgation of 04 decisions; issued under its authority 12 Circulars.

In particular, the Ministry advised the Steering Committee to summarize 10 years of implementing Resolution No. 15-NQ/TW of the 5th Conference of the 11th Central Executive Committee on a number of social policy issues for the 2012-2020 period; submitted to the 8th Conference of the 13th Central Executive Committee to issue Resolution No. 42-NQ/TW dated November 24, 2023 on continuing to innovate and improve the quality of social policies, meeting the requirements of national construction and defense in the new period.

Continuing to innovate and develop vocational education (VET) and improve the quality of human resources is a focus. In particular, the Ministry of Labor, Invalids and Social Affairs has coordinated with the Ministry of Home Affairs to develop a plan to streamline colleges and intermediate schools, improving quality and efficiency of operations.

In addition, the work of caring for and supporting people with revolutionary contributions; child care; and gender equality progress are all focused on by Quantama and have made many strides compared to 2022.

The conference also frankly pointed out existing shortcomings such as: The quality of labor supply is still limited, not meeting the needs of the modern labor market; there is still a situation of requesting to postpone, withdraw documents or delay in submitting to competent authorities to issue legal documents compared to the assigned deadline.

The inspection of the implementation of inspection conclusions and post-inspection handling decisions for inspected subjects has not been widely implemented; the rate of money recovery through urging, handling inspections and enforcing decisions on administrative sanctions is still low, especially in the field of meritorious people.

At the conference, Ms. Nguyen Thi Doan - former Vice President, President of the Vietnam Association for Promoting Education highly appreciated the achievements of the Ministry of Labor, Invalids and Social Affairs. Especially the issue of labor and employment, in the post-Covid-19 context, many businesses are facing difficulties, leading to the urgent issue of employment for workers, but with the efforts of the industry, the employment rate is still higher than 2022.

She also said that the Ministry needs to make proposals to the Government, and at the same time focus on issues and policies to support the poor and those who have contributed to the revolution. However, it is necessary to avoid the situation of “not wanting to escape poverty”, because in reality, many people take advantage of social security policies for the poor and rely on the state.

Next is to focus on improving the quality of labor. “Currently, we have an abundant labor force, but manual labor is the main labor force and the quality is still lower than many countries in the region. The Ministry also needs to study policies for retired workers. They are only 55-60 years old, retirement at this age is the right of workers, but I really regret it, if there can be a policy to take advantage of this high-quality labor source,” she said.

In addition, as the President of the Vietnam Association for Promoting Education, she believes that the Ministry of Education and Training needs to study and introduce a more systematic career guidance program into schools. Currently, it only stops at organizing career counseling sessions. Introducing a systematic career guidance program will create good orientation for students and the employment programs of the Ministry of Labor, Invalids and Social Affairs.

At the conference, through online reports, leaders of many localities across the country made recommendations and proposals to delegates to remove existing difficulties and obstacles. After listening, the Ministry's leaders will have specific instructions for each locality.

Regarding the direction and tasks in 2024, the Ministry of Labor, Invalids and Social Affairs will continue to focus on developing the labor market in a modern and effective direction, in order to mobilize and effectively use human resources to serve the recovery and development of the socio-economy.

Resolutely implement breakthroughs in vocational education development and improve the quality of human resources. Fully and promptly implement social security and welfare policies for people with meritorious services, care for the lives of the poor, people in difficulty, and low-income people; increasingly better implement children's rights; effectively implement the work of preventing and combating social evils.

From there, we strive to complete specific targets assigned by the National Assembly and the Government such as: Urban unemployment rate below 4%; trained labor rate reaching about 69%; poverty rate according to multidimensional poverty standards decreasing by more than 1%...
