The man, surnamed Xu, spent 1,649 yuan ($240) for a night in a luxury river view room with his girlfriend at the five-star Hangzhou Conrad Hotel in eastern China's Zhejiang Province on March 6.
Xu said the two were shocked when they opened the curtains in the morning without getting dressed and were confronted by a man cleaning the windows outside instead of the river.
The couple took a photo of the window cleaner and posted it on social media.
Xu demanded an apology from the hotel for not giving advance notice of the window cleaning time, a refund of the hotel rent, and compensation for the mental damage suffered by both.
The hotel compensated him by offering two nights free. However, Xu said the hotel "broke its word" because after the two extra nights, he still had to pay in full.
The hotel representative said that the reason why they did not inform guests about the window cleaning was because they did not know exactly when the workers would clean which areas of the building due to reasons such as not being able to control the weather... The hotel also could not notify all guests because they did not know when they went to bed and woke up, so they only posted a notice about the window cleaning activity being carried out.
Located on the 26th to 50th floors of one of the Raffles City twin towers, the hotel boasts “sky rooms” and panoramic French windows, through which guests can enjoy skyline views even while soaking in the bathtub.
The incident has sparked debate on Chinese social media. Some support the couple and demand that the hotel take responsibility, but others say the couple should sympathize with the window cleaner and feel sorry for the hard-working workers.

"Hotel guests have the right to be naked in their rooms, they also have the right to enjoy the river view. The hotel should compensate," one person responded.
