In order to improve the effectiveness and efficiency of State management in performing arts activities in Ho Chi Minh City, the Department of Culture, Sports and Tourism of Ho Chi Minh City has just issued a plan to implement State management and take measures to prevent, inspect and handle violations in the fields of performing arts, beauty contests and modeling.

Currently, in Ho Chi Minh City, there are many art performance programs, beauty and model contests that are received and approved by competent authorities according to the provisions of Decree No. 144/2020/ND-CP on performing arts activities.
However, there are still many programs and competitions that do not notify or carry out procedures to request approval from competent authorities or carry out procedures in accordance with regulations but the organizing unit does not comply with the content notified and approved by competent authorities. In addition, some organizations and individuals intentionally misapply the provisions of Decree No. 144, do not carry out procedures to request approval but send notices of performing arts for internal use, do not sell tickets to collect money to organize performing arts programs, fashion shows, beauty contests, and modeling contests.
In order to strengthen State management in the field of performing arts, in recent times, the Department of Culture and Sports has proactively coordinated with the City Police (PA03), the Department of Culture and Information of Thu Duc City, districts, relevant agencies and organizations to exchange information and strengthen coordination to promptly detect, prevent and handle administrative violations in accordance with the provisions of law.

Recently, the Department of Culture, Sports and Tourism issued a plan to implement State management and take measures to prevent, inspect and handle violations in the fields of performing arts, beauty contests and modeling.
Accordingly, strengthen coordination between relevant agencies, units, organizations and individuals in providing and exchanging information in receiving notifications or documents approving the organization of art performances, beauty contests and models; prevent, inspect and handle violations in the field of art performances, beauty contests and models, in order to improve the effectiveness and efficiency of State management in art performances, beauty contests and models in Ho Chi Minh City.
The Department of Culture and Sports proactively coordinates with the City Police, Thu Duc City People's Committee, districts and equivalent units at the department level to exchange information and coordinate in implementing State management work according to the provisions of Decree No. 144; directs affiliated departments and units to coordinate in inspecting and handling performing arts activities that violate the law in the area.
The Art Department established an information channel to exchange and provide guidance on professional matters and legal regulations related to the organization of art performances, beauty and model contests; sent forces to participate and coordinate with the Department Inspectorate, Department PA03 of the City Police and the Department of Culture and Information of Thu Duc City and districts to monitor, inspect, prevent and handle violations of the law regarding art performances, beauty and model contests without permission, without written approval, without notification as required by the Department Inspectorate.
The Department of Information and Communications shall strengthen the management of performing arts activities, beauty contests, and model contests transmitted on radio, television, electronic information systems, and the network environment; direct and guide press agencies to disseminate, educate, and organize the implementation of legal documents on performing arts activities, beauty contests, and model contests. Preside over and coordinate with relevant agencies, units, organizations, and individuals to handle press conferences that organize unlicensed performing arts, beauty contests, and model contests; coordinate with the Department of Culture, Sports, and Tourism to handle performing arts activities posted on the Internet, and coordinate in providing press information in accordance with regulations.
The Internal Political Security Department (PA03), City Police, proactively grasps information and coordinates to prevent and inspect art performance programs, beauty contests, and model contests that do not notify or do not have written approval from competent State agencies as prescribed; conduct inspections and handle according to the authority of the police sector.
