Ho Chi Minh City sets budget revenue target for 2024 at about 460,510 billion VND

Director of the Ho Chi Minh City Department of Finance Le Duy Minh said that from the beginning of 2023, the city will focus on implementing solutions to prevent economic decline, remove difficulties and obstacles to support production and business enterprises.

On the afternoon of September 22, the Supervisory Delegation of the National Assembly's Finance and Budget Committee led by Comrade Nguyen Huu Toan, Deputy Chairman of the National Assembly's Finance and Budget Committee, came to work in Ho Chi Minh City.

The delegation included comrades Nguyen Thi Le, Deputy Secretary of the City Party Committee, Chairwoman of the People's Council of Ho Chi Minh City; Van Thi Bach Tuyet, Deputy Head of the delegation of National Assembly deputies of Ho Chi Minh City. The working content is to assess the implementation of the state budget in 2023, the state budget estimate and the allocation of the central budget in 2024; the implementation of public investment in 2023, the public investment plan in 2024. Along with that, mid-term assessment of the implementation results of the 5-year plans 2021-2025 on national finance and borrowing, public debt repayment, medium-term public investment plan; the implementation of resolutions of the National Assembly...

Reporting to the delegation, Director of the Ho Chi Minh City Department of Finance Le Duy Minh said that from the beginning of 2023, the city has focused on implementing solutions to prevent economic decline, remove difficulties and obstacles to support production and business enterprises, bringing many important results. As a result, the total state budget revenue in the area in the first 8 months of the year is estimated at VND 299,119 billion (reaching 63.64% of the estimate). The estimated total state budget revenue in the area in 2023 is VND 449,786 billion (reaching 95.76% of the estimate). The city's state budget revenue estimate in 2024 is estimated at VND 460,510 billion (equal to 98.05% of the estimate in 2023).

At the meeting, Ho Chi Minh City proposed that the Central Government consider adjusting the increase in the allocation rate according to population criteria to create conditions for the city to have a source of funding to carry out state management tasks and ensure social security in the city.

Regarding the implementation of public investment in 2023 and the public investment plan for 2024, Director of the Ho Chi Minh City Department of Finance Le Duy Minh said that as of August 2023, the city's total public investment plan for 2023 had disbursed more than VND 20,000 billion (reaching 29% of the total allocated capital).

Presenting the results of the implementation of the medium-term public investment plan for the period 2021-2025, the Director of the Department of Finance said that in mid-September 2021, the Prime Minister issued a decision on assigning the medium-term public investment plan with state budget capital for the period 2021-2025, accordingly, the total central budget capital is more than 13,926 billion VND, the local budget capital is 142,557 billion VND.

“After reviewing, the above capital source is currently only enough to balance transitional projects and some other urgent projects,” said Le Minh Duy, Director of the Ho Chi Minh City Department of Finance. With the above-mentioned difficult budget source, currently, in the process of implementing the medium-term public investment plan for the period 2021-2025, to ensure effective use of public investment capital, in accordance with the requirements of the new situation, the city is reviewing and considering proposals to temporarily suspend or cancel the implementation of a number of programs and projects that have been decided on investment policy by the Ho Chi Minh City People's Council in the previous period but have not yet been decided on investment.

Regarding the 2024 public investment plan, at the September 2023 meeting, the Ho Chi Minh City People's Committee submitted to the Ho Chi Minh City People's Council the proposed plan for 2024. Specifically, the expected demand for public investment capital in 2024 from the central budget of Ho Chi Minh City is more than VND 4,355 billion; the expected local budget is VND 55,225 billion.

At the meeting, many delegates gave their opinions and suggestions on the contents related to the report, budget revenue and expenditure activities, public investment disbursement, etc. in Ho Chi Minh City. Receiving the opinions of the delegates, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong said that the city is making efforts to implement the resolutions of the National Assembly as well as ensure that the city's budget collection meets the estimate.

Regarding the disbursement of public investment capital, comrade Bui Xuan Cuong affirmed that the city has made great efforts. “The Ho Chi Minh City Party Committee has also assigned comrades in the Standing Committee of the City Party Committee to directly supervise the projects. That shows the great efforts of Ho Chi Minh City in disbursing public investment capital and as a result, many projects have achieved results, notably the compensation and site clearance for the Ring Road 3 project,” comrade Bui Xuan Cuong informed.

Concluding the meeting, Comrade Nguyen Huu Toan, Vice Chairman of the National Assembly's Finance and Budget Committee, assessed that in the current context of many fluctuations in the country and the world, Ho Chi Minh City has made many efforts to overcome difficulties in collecting the state budget. He highly appreciated the budget revenue that Ho Chi Minh City has set as a target for 2023 and 2024; at the same time, he requested Ho Chi Minh City to strictly control each project and each locality to achieve the set goals.

From the practice of Ho Chi Minh City implementing tasks, comrade Nguyen Huu Toan encouraged Ho Chi Minh City to boldly propose contents that are still stuck, especially related to law amendments, so that the Central Government has more basis to consider and adjust, thereby supporting the implementation of tasks in localities more conveniently.
