HCMC: Educational institutions must update the list of selected textbooks for the 2024-2025 school year no later than March 5.

The Department of Education and Training of Ho Chi Minh City has just sent a document to the Department of Education and Training of Thu Duc City and 21 districts on guidelines for selecting textbooks in general education institutions in Ho Chi Minh City.

Accordingly, the Department of Education and Training of Ho Chi Minh City requires the list of textbooks proposed for selection by general education institutions for the 2024-2025 school year to be updated no later than March 5, 2024.

From March 5 to March 10, the Department of Education and Training will appraise textbook selection records of educational institutions under its management. By March 10 at the latest, the Department of Education and Training of Thu Duc City and 21 districts will report to the Department of Education and Training of Ho Chi Minh City the appraisal results and the list of textbooks selected by educational institutions.

Regarding the implementation process, the organization of textbook selection is carried out in the following steps: The head of the professional group of educational institutions develops a plan to organize the selection of textbooks for each subject, reporting to the head of the unit before implementation; The head of the professional group organizes a meeting with subject teachers to discuss and vote to select 1 textbook for the subject.

In case a subject has only one textbook approved by the Minister of Education and Training, the professional group will choose the textbook in the decision, without voting.

Textbooks are selected with the participation of at least half of the subject teachers.

In case no textbook receives 1/2 or more votes from the subject teachers, the professional group must discuss and vote again. The textbook selected is the one with the highest number of subject teachers voting in the second vote.

In both votes, if there are 2 textbooks with the same number of subject teachers voting for the highest selection, the head of the subject group decides to choose one of the textbooks with the highest number of subject teachers voting for the highest selection.

Educational institutions prepare textbook selection files and send them to the District Education and Training Department.

During use, based on recommendations from teachers, students and parents, educational institutions report and propose to the Department of Education and Training to adjust and supplement the textbook list.

Previously, the Ministry of Education and Training issued Circular 27 regulating the selection of textbooks in general education institutions, replacing Circular 25, which has been in effect since October 2020. The most notable thing about Circular 27 is that the right to decide on textbook selection is assigned to educational institutions instead of the provincial People's Committee as before.

In which, the textbook selection council of the educational institution is established by the principal of the educational institution or director of the vocational education - continuing education center, head of the educational institution, to help the head of the educational institution organize the selection of books.

Educational institutions are responsible to educational management agencies, students, and parents for organizing the selection of textbooks, and at the same time, developing estimates and submitting them to competent authorities for approval of funding for implementation according to the provisions of the State Budget Law.
