Ho Chi Minh City has nearly 6,450 cosmetic facilities that do not need to be assessed or licensed by specialized agencies.

On the afternoon of July 11, at the 10th session of the 10th term Ho Chi Minh City People's Council, Director of the Ho Chi Minh City Department of Health Tang Chi Thuong informed about the situation of cosmetic facilities in the area.

Responding to the opinion of Deputy Tang Huu Phong (Phu Nhuan District) about the situation of some unlicensed clinics in Ho Chi Minh City, endangering the health and lives of people at the discussion group (held on the afternoon of July 10), Director of the Ho Chi Minh City Department of Health Tang Chi Thuong said that in the city, there are about 7,000 facilities providing cosmetic services, of which more than 85% are licensed by districts, towns, and Thu Duc City, without the need for assessment and licensing by specialized health agencies. Therefore, the city's health sector believes that cosmetic activities in the city face many challenges.

Providing more information about the death of a victim due to using illegal cosmetic services at a hotel, the Director of the Ho Chi Minh City Department of Health affirmed that illegal cosmetic services are not new but are always a big challenge for the city's health sector.

"Currently, illegal cosmetic practices have many activities that avoid management agencies such as: performing at facilities that are not medical facilities, even hotels and motels," said the Director of the Ho Chi Minh City Department of Health.

The head of the city's health sector said that in addition to strengthening inspection work, the department has also proactively developed a set of criteria to assess the quality of medical facilities in the area, evaluate and publicize them to the public. For facilities licensed by local authorities, post-inspection must be strengthened and violations must be strictly handled. In the first 6 months of 2023, the Department of Health discovered and handled 19 facilities licensed by the People's Committees of districts, towns, and Thu Duc City without a license to operate medical examination and treatment.

On the health sector side, the Department of Health Inspectorate and the Health Departments of districts, towns and Thu Duc City will strengthen inspection and examination; continue to inspect and evaluate the quality of medical facilities and publicize information.

The Department of Health calls on people to consult facilities licensed by the Department, refer to the results of the Department of Health's quality assessment of clinics and cosmetic hospitals to choose when needed. At the same time, it recommends that the Ho Chi Minh City Police have additional solutions to strengthen management and promptly prevent unlicensed cosmetic activities at hotels, motels, and residential areas; and soon introduce software to declare residence according to the provisions of the Law on Residence at hotels and rental apartments.

The Department will also coordinate with specialized agencies to provide technology application solutions to identify, classify, and screen related advertising content to detect unlicensed advertising content for processing.
