Record multiple related errors

On January 8, the inspection team of the Ho Chi Minh City Department of Health conducted a surprise inspection of the Q'Aman Beauty Spa & Wellness facility (abbreviated as Q'Aman Spa - address: Villa No. VIC1 06, Vinhomes Ba Son Complex, No. 2 Ton Duc Thang, Ben Nghe Ward, District 1) regarding compliance with legal regulations in the health sector in 2025. Thereby, the inspection team discovered many products and medical equipment used in aesthetics of unknown origin, showing signs of violations in advertising activities.

Specifically, at the time of inspection, the facility was still open but had no customers. Regarding facilities, the inspection team noted that the ground floor had a reception desk, a customer consultation room, and a Bitmoji skin scanner; outside was an area for manicures and pedicures.

The first floor has 3 foot massage chairs, the Nourishing shampoo room has 2 shampoo chairs; the Q'Aman Therapy room has 2 beds and skin care products and Hycynis innovation to profession machine, in the refrigerator there are products: 1 box of 4 bottles of Fusion Meso F-Mesomatrix, 1 product of Juvederm Voluma with lidocaine (HD: 3/2025), 1 product of Juvederm Ultra 3 (HD: 2/2025), 1 bottle of Infini premium meso, 1 bottle of Aqua Aribell PN Hyluronic acid.

The 2nd floor has a Skin care room with 2 skin care beds, skin care products and PQ Medical machines, needle rollers; Thai Therapy room has 2 beds and 1 Infrared-Head Physiotherapy Electronic Stimulation Instrument, 1 machine without name or label; 1 G5 machine.

3rd floor has XBBH-VLTL room with 1 bed and laundry area.

At the time of inspection, the delegation noted that outside the ground floor door there was an advertisement board for Q'AMAN BEUATY SPA & WELLNESS Mesotherapy, high-tech hair removal; flyers advertising hair, nail, skin care services, relaxation massage therapy, acupressure massage therapy services, high-tech hair removal, laser.

On the social network Facebook, there is a page "Q'Aman" with the address Victory Villa 06 - Riverview 07 - Vinhomes Ba Son - No. 2 Ton Duc Thang, District 1, advertising the following contents: Fractional CO2 Prexel, advanced laser technology, permanent hair removal, dark spot reduction, smooth white skin, tighten pores, shine confidently; discover cell regeneration technology with super NMN - improve overall health, Karisma super cell rejuvenation to lift muscles, Karisma RH Collagen - breakthrough technology to regenerate biological skin with compatibility up to 99.9%, bringing long-term and outstanding skin regeneration effects on the skin; physical therapy method - traditional medicine according to medical standards.

The facility did not keep customer management records. The inspection team noted that in the drawer on the 2nd floor, in the skincare room, there were handwritten notes of “Be Linh” microneedling, and a book recording the hair removal process. The inspection team temporarily kept them as a basis for further work.

The inspection team requested the facility to immediately remove all advertising content related to medical examination and treatment at the facility and on social networking sites; required the facility to operate in accordance with the business lines granted by the People's Committee of District 1 and to only conduct medical examination and treatment activities when the Department of Health grants a license to operate medical examination and treatment in accordance with regulations.

The delegation also requested that the facility provide a written explanation regarding the contents of the inspection report on activities at the facility such as: Books and handwritten papers, products Fusion Meso F-Mesomatrix, Juvederm Voluma with lidocaine, Juvederm Ultra 3, Infini premium meso, Aqua Aribell PN Hyluronic acid.

At the same time, the inspection team requested the facility to provide sales contracts, invoices, documents, origin of medical equipment, and products according to the attached list.

The case is currently being further investigated by the Department of Health Inspectorate.

Customer complaints

Previously, on January 5, Mr. NDM (born in 1988, residing in Thao Dien ward, Thu Duc city, Ho Chi Minh city) sent a complaint to the Ho Chi Minh City Department of Health, District 1 Police and related units about Spa Q'Aman located at Victory 6 Villa (No. 2 Ton Duc Thang, Ben Nghe ward) injecting blood causing danger to customers and many other violations.

According to Mr. M: At noon on December 13, 2024, Mr. M. went to Q'Aman Spa with a friend to wash his hair and have a relaxing massage at the invitation of Ms. Nguyen Vu QA (spa owner). During the service, Mr. M. was advised by Ms. QA about an infusion product with the effects of "liver detoxification medicine" and "good medicine to improve overall health".

With the enthusiastic advice and affirmation of the spa owner's effectiveness, Mr. M. trusted and agreed to use this service.

Afterwards, Mr. M. was allowed into an inner room and was injected with the Spcell-Kanho “liver detox” drug into his buttocks by a woman wearing a white blouse without providing any detailed information about the origin, ingredients or circulation license of the product.

After using the infusion service for a few minutes, Mr. M. began to experience symptoms: narrowed vision, continuous vomiting, inability to move his limbs normally, wheezing, etc.

“Although my health was critical at that time, the spa owner and staff did not take any first aid measures or use any medical equipment, but only asked me to go to a dimly lit room and rest there,” Mr. M. was upset.

Seeing that the spa's handling was not good, Mr. M's friend decided to take Mr. M to Vinmec International General Hospital for emergency treatment.

Here, Mr. M. was required to be hospitalized by the doctors and diagnosed with grade I-II anaphylaxis and gastroenteritis.

On December 14, Mr. M. received a text message from Ms. QA, sending an invoice requesting payment of about 13 million VND for medicine and infusion services at the spa. Mr. M. agreed to pay the above amount and asked Ms. Quynh Anh to provide documents on the origin of the medicine and the medical license of this facility.

However, Ms. QA did not provide information as Mr. M requested and blocked all means of communication with Mr. M.

In addition to denouncing Spa Q'Aman for injecting infusions that put customers in danger, Mr. M. said he had denounced and requested the authorities to investigate and clarify the origin and circulation license of the drug Spcell-Kanho, the license to operate medical facilities such as injecting infusions, and the act of threatening and "terrorizing" customers.

Regarding Q'Aman Spa, some employees who used to work here also reported to the relevant authorities that this spa recruited workers who worked illegally, did not pay salaries, or paid salaries that were not in accordance with the agreement or commitment...

Currently, the authorities are clarifying the violations of Spa Q'Aman to handle them according to their authority.
