Thu Duc City Public Administration Center is the place to receive, return results and handle some administrative procedures. This is the first locality in Ho Chi Minh City to have this model.
The content was approved by the Ho Chi Minh City People's Council in the report on the organizational structure of administrative organizations and public service units under the Thu Duc City People's Committee on the morning of September 19. This is implemented according to Resolution 98 of the National Assembly passed in June, on a number of specific mechanisms and policies for Ho Chi Minh City.
Accordingly, the Public Administration Center has a director, deputy directors, departments and civil servants. The unit has three departments, including: receiving, processing and returning results of administrative procedure records; inspection, supervision and administration - synthesis.

The Ho Chi Minh City People's Council also allowed the Thu Duc City People's Committee to have two new administrative organizations. In particular, the Department of Public Works and Traffic took over the functions of transportation and infrastructure management from the Urban Management Department. The Construction Inspection Department was formed on the basis of taking over the functions from the Thu Duc City Area Inspection Team (under the Department of Construction Inspectorate) and the Urban Order Management Team from the Urban Management Department.
With the establishment of three new administrative organizations, Thu Duc City will have 16 specialized departments, 6 more than the general regulation on the number of specialized agencies at the district level.
In addition, 5 specialized agencies of Thu Duc City were renamed and reorganized due to the change of functions and tasks, including the departments: Finance, Economics - Planning and Investment, Culture - Sports and Tourism, Science - Technology and Information, Planning - Construction.
In the public service sector, the People's Committee of Thu Duc City has an additional Land Fund Development Center based on the reorganization of the Compensation and Site Clearance Board of Thu Duc City. The People's Council of Ho Chi Minh City also allows the locality to pilot the establishment of three centers: Technical Infrastructure Development, Social Security, Trade and Investment Promotion. The pilot period is three years.
Thu Duc City has 8 specialized agencies that retain the same organizational structure, functions and tasks, including: Office, Departments of Internal Affairs, Justice, Inspection, Labor, War Invalids and Social Affairs,Education - Training, Health, Natural Resources and Environment.
Thu Duc, with an area of about 211 km2 and a population of more than one million, was established in early 2020, based on the merger of Districts 2, 9 and Thu Duc, as the first "city within a city" model in the country. This place is expected to be the leading nucleus, contributing 1/3 of the total product in the area (GRDP) of Ho Chi Minh City, equivalent to 7% of the country's gross domestic product (GDP). However, in the past, this city only had the authority equivalent to the district level, so it encountered difficulties in operation and management.
