For newly arranged and established specialized departments, it is necessary to promote the spirit of solidarity, quickly stabilize, focus on effectively implementing assigned tasks, meeting requirements and tasks in the new situation. In the immediate future, it is necessary to promptly advise the City People's Committee to review and develop a process to reduce the time to carry out administrative procedures, especially in the fields of public investment, basic construction, site clearance, and resettlement arrangements.
The heads and deputy heads of specialized departments who are assigned, mobilized and appointed to leadership and management positions need to be proactive, creative and decisive in directing, operating, advising and organizing the implementation of tasks.
