At the 18th thematic session of the 10th term Ho Chi Minh City People's Council on the morning of September 27, Mr. Bui Xuan Cuong - Vice Chairman of the City People's Committee presented the Resolution on regulations on bird nest farming areas in the area. The regulation of bird nest farming areas aims to avoid affecting the lives and activities of people and urban aesthetics.
According to the Ho Chi Minh City People's Committee, the regulation of bird nest farming areas contributes to building a civilized, modern city with a good living environment, while ensuring disease safety, minimizing environmental pollution, increasing people's income and promoting economic development.
The city currently has 735 birdhouses, most of which were built spontaneously and not registered with local authorities. The birdhouses were not granted construction permits or were granted construction permits but were renovated and expanded into birdhouses.

When the resolution is passed by the HCM City People's Council delegates, the entire area will have 20 wards and communes that are allowed to raise swiftlets. Of which, Thu Duc City has Long Phuoc ward; Can Gio district has An Thoi Dong, Binh Khanh, Ly Nhon, Tam Thon Hiep communes; Cu Chi district has An Nhon Tay, An Phu, Binh My, Hoa Phu, Nhuan Duc, Phu Hoa Dong, Phu My Hung, Thai My, Trung An communes; Hoc Mon district has Dong Thanh, Nhi Binh, Tan Hiep, Thoi Tam Thon, Xuan Thoi Son, Xuan Thoi Thuong communes.
According to the Ho Chi Minh City People's Committee, since 2006, Can Gio district has had a number of domestic investors building houses to raise swiftlets. In 2008, the Ho Chi Minh City People's Committee approved the policy of implementing the pilot project of raising swiftlets in houses in Tam Thon Hiep commune, Can Gio district, with a maximum construction scale of 10 houses, with a construction area of 200 m2 /house.
More and more organizations and individuals are building birdhouses, especially in inner-city districts and in densely populated areas. Raising birds in houses for their nests is becoming a profession that brings a stable source of income to people, contributing to economic growth and social security in the area.
Swiftlet farming creates positive effects in transforming the structure of crops and livestock, increasing the production value of the agricultural sector, contributing to controlling insects that are harmful to crops and livestock, and promoting ecotourism.
However, the investment in building and raising swiftlets in concentrated residential areas has shown initial signs of affecting the lives and activities of the community in the area. The main impact is due to the noise from the swiftlet attractor.
