Ho Chi Minh City regulates school hours, books and notebooks for primary school students

The Ho Chi Minh City Department of Education and Training has just issued a document guiding a number of activities at the beginning of the year and preparing for the new school year for primary schools.

According to the Department of Education and Training of Ho Chi Minh City, from the first day of school until the opening day (September 5), the principal will develop a plan to organize activities at the beginning of the school year and grasp the situation of students at the beginning of the year.

Implement the program for week 1 from September 9 to September 13, then implement the weeks in turn according to regulations. Semester II starts from week 19 (January 13, 2025). Units proactively arrange the program, teaching plan and timetable to ensure that the integrated program is implemented in week 1 and the following weeks according to the school's school year schedule.

Organize and implement STEM education activities according to the guidelines on organizing STEM education activities in primary education institutions. Organize teachers to teach STEM lesson content for which training materials have been developed by the Ministry of Education and Training; use documents, learning materials, and publications that have been assessed, approved, and evaluated.

The first class of the morning starts from 7:30 onwards and no later than 7:45 for primary school students, studying 2 sessions/day.

Develop and implement a plan to implement digital citizenship skills education according to the guidelines for implementing digital citizenship skills education at the primary level, suitable to the psychological characteristics, cognitive development level of primary school students and school conditions; ensure the goals and requirements of related subjects/educational activities; promote integrated teaching and learning, STEM education; do not put pressure or overload on students and teachers.

Review facilities and staff to ensure conditions for teaching 2 sessions/day, ensuring that all students in grades 3, 4, and 5 learn a foreign language 1, and information technology must at least be able to implement the content according to the 2018 General Education Program.

Ensure 100% of schools have enough computers for students in grades 3, 4, 5 and other grades to implement the 2018 general education program.

The leader of the Ho Chi Minh City Department of Education and Training said the regulations on study time for primary school students are as follows: The principal proactively arranges the school's plan, builds a flexible and suitable timetable, and conducts at least 7 periods per day, with 4 periods in the morning and 3 periods in the afternoon encouraged.

In addition to the 7 periods in the general education program each day, the school can develop a school program and plan to organize additional activities depending on the needs and abilities of the students and in agreement with the students' parents.

After school each day, the school may plan after-school clubs for students until they are picked up. These plans must be approved by the appropriate authority before being implemented.

The school must ensure the following daily schedule: For two-session/day classes: The first morning class starts at 7:30 a.m. onwards and no later than 7:45 a.m.

The first class of the afternoon starts no earlier than 1:30 p.m.

Regarding student notebook regulations, the blocks agree to use 3 types of squared notebooks as follows:

Math notebook: Used to record knowledge related to math and do math practice exercises.

Vietnamese notebook: Used to record knowledge related to Vietnamese subject.

Lesson book: Used to write down the remaining subjects.

Grade 1 is not required to have a notebook. Grade 1 students are encouraged to use notebooks from the middle of the second semester of the school year.

Note, students can write reading notes or reading diaries in their Vietnamese notebooks. For grades 4 and 5, students are encouraged to listen and write down some important content in the teacher's lecture in their Vietnamese notebooks. In case students have taken notes and done exercises in other types of notebooks, it is not required to have a squared notebook and vice versa.

The principal is responsible for the associated programs.

The leaders of the Ho Chi Minh City Department of Education and Training also noted that when developing school education plans and building school programs, organizing educational activities for students such as teaching enhanced English, teaching English through math and science, organizing life skills education, STEM education, digital citizenship skills education, club activities, schools must be flexible in arranging timetables to meet students' learning and training aspirations after negotiating with their parents...

The principal is responsible for and strengthens the work of checking capacity records; the validity of operating licenses; the legality of programs that have been assessed, approved, and evaluated (life skills, STEM, digital citizenship skills, foreign language teaching, information technology, etc.); personnel on the approved list for licensing; facilities, etc. of affiliated units. The school program must be approved by the Department of Education and Training before organizing educational activities in primary schools.
