In particular, the City Department of Transport proposed to manage the speed in the inner city area, vehicles must not exceed 30 km/h and not exceed 50 km/h in urban areas.
Ho Chi Minh City wants to strictly manage the maximum speed of vehicles in residential areas.
This proposal by the Ho Chi Minh City Traffic Safety Committee aims to limit the speed to no more than 50 km/h in urban areas and no more than 30 km/h in areas with vulnerable road users.
According to the leader of the City Department of Transport, the National Technical Regulation on Road Signs clearly states that the maximum allowable speed should not be less than 40 km/h and greater than 120 km/h. Therefore, the above proposal is not in accordance with the provisions of QCVN 41:2019/BGTVT, Circular No. 31/2019 of the Ministry of Transport regulating the speed and safe distance of specialized motor vehicles and motorbikes participating in road traffic.
However, the Ho Chi Minh City People's Committee has issued Decision No. 760 on the Plan to implement the National Strategy to ensure road traffic order and safety for the period 2021 - 2030 and vision to 2045 in the city, which outlines tasks and solutions to improve the safety conditions of traffic infrastructure around school areas, on routes from home to school and from school to home for students, especially the area in front of school gates.
This means that piloting speed management solutions in some school areas in the inner city (not implementing them widely) is a reasonable basis for consideration.
Therefore, the Department of Transport proposes that the City People's Committee consider and approve the proposal of the City Traffic Safety Committee. At the same time, it recommends that the City People's Committee assign the City Traffic Safety Committee to coordinate with the City Police, the City Department of Transport and relevant units to develop and issue a Plan to implement speed control for traffic participants in the inner city area.
In 2021, at the online workshop on managing high-risk factors leading to traffic accidents organized by the National Traffic Safety Committee, the proposal to have a solution to strictly manage vehicle speed, reducing the maximum speed in densely populated areas from 50 km/h to 30 km/h was also proposed with the goal of managing dangerous behavior of drivers and reducing traffic accidents. However, this proposal immediately encountered many opposing opinions from experts and traffic associations, so it was not considered by management levels to be included in regulations.
